Los ataques del 11 de septiembre , [f] comúnmente conocidos como 9/11 , [g] fueron cuatro ataques suicidas terroristas islamistas coordinados llevados a cabo por al-Qaeda contra los Estados Unidos en 2001. Ese martes por la mañana, 19 terroristas organizados en 4 equipos secuestraron cuatro aviones comerciales programados para viajar desde la Costa Este a California. Los primeros dos equipos de secuestradores estrellaron los dos primeros aviones contra las Torres Gemelas del World Trade Center en la ciudad de Nueva York, mientras que los secuestradores restantes apuntaron los siguientes dos vuelos hacia objetivos en o cerca de Washington, DC, en un ataque a la capital de la nación. El tercer equipo logró atacar el Pentágono , la sede del Departamento de Defensa de EE. UU. en el condado de Arlington, Virginia , mientras que el cuarto avión secuestrado por el cuarto equipo se estrelló en la zona rural de Pensilvania durante una revuelta de pasajeros. Los ataques del 11 de septiembre mataron a 2.977 personas, lo que lo convirtió en el ataque terrorista más mortífero de la historia. En respuesta a los ataques, Estados Unidos libró una guerra global contra el terrorismo que duró varias décadas para eliminar a los grupos hostiles considerados organizaciones terroristas, así como a los gobiernos extranjeros que supuestamente los apoyaban, en Afganistán , Irak , Siria y varios otros países.
El cabecilla Mohamed Atta estrelló el vuelo 11 de American Airlines contra la Torre Norte del complejo del World Trade Center en el Bajo Manhattan a las 8:46 am [h] Diecisiete minutos después, a las 9:03, [i] la Torre Sur del World Trade Center fue impactada por el vuelo 175 de United Airlines . Ambos rascacielos de 110 pisos se derrumbaron en una hora y cuarenta y un minutos, [j] provocando la destrucción de las cinco estructuras restantes en el complejo del WTC y dañando o destruyendo edificios cercanos. El vuelo 77 de American Airlines voló hacia Washington, DC y se estrelló contra el Pentágono a las 9:37 am, causando un colapso parcial. El cuarto y último vuelo, el vuelo 93 de United Airlines , también cambió de rumbo hacia Washington, y los investigadores creen que su objetivo era el Capitolio de los Estados Unidos o la Casa Blanca . Alertados de los ataques anteriores, los pasajeros se rebelaron contra los secuestradores que luego estrellaron el avión en un campo de Stonycreek Township , cerca de Shanksville, Pensilvania , a las 10:03 am. La Administración Federal de Aviación ordenó una parada indefinida en tierra para todo el tráfico aéreo en el espacio aéreo estadounidense a las 9:45 am (59 minutos después del primer impacto), impidiendo cualquier otra salida de aeronaves hasta el 13 de septiembre y exigiendo que todas las aeronaves en el aire regresaran a su punto de origen o se desviaran a Canadá. Las acciones emprendidas en Canadá para apoyar a las aeronaves que llegaban y a sus ocupantes se denominaron colectivamente Operación Yellow Ribbon .
Esa tarde, la Agencia Central de Inteligencia informó al presidente George W. Bush que su Centro Antiterrorista había identificado los ataques como obra de Al Qaeda bajo el mando de Osama bin Laden . Estados Unidos respondió formalmente lanzando la guerra contra el terrorismo e invadiendo Afganistán para derrocar a los talibanes , que rechazaron las condiciones de los términos estadounidenses de expulsar a Al Qaeda de Afganistán y extraditar a sus líderes. La invocación por parte de Estados Unidos del Artículo 5 del Tratado del Atlántico Norte —su único uso hasta la fecha— instó a los aliados a luchar contra Al Qaeda. Mientras las fuerzas de invasión estadounidenses y de la OTAN arrasaban Afganistán, Bin Laden las eludió desapareciendo en las Montañas Blancas . Negó cualquier implicación hasta 2004 , cuando se publicaron extractos de una declaración grabada en la que aceptaba la responsabilidad de los ataques . Las motivaciones citadas por Al Qaeda incluían el apoyo estadounidense a Israel , la presencia de bases militares estadounidenses en Arabia Saudita y las sanciones contra Irak . La persecución de Bin Laden, que duró casi una década, concluyó el 2 de mayo de 2011, cuando fue asesinado durante una redada militar estadounidense en su complejo en Abbottabad, Pakistán . La guerra en Afganistán continuó durante otros ocho años hasta que en febrero de 2020 se llegó a un acuerdo para que las tropas estadounidenses y de la OTAN se retiraran del país . Los últimos miembros de las fuerzas armadas estadounidenses abandonaron la región el 30 de agosto de 2021, tras lo cual los talibanes regresaron rápidamente al poder. Ayman al-Zawahiri , otro planificador de los ataques que sucedió a Bin Laden como líder de Al-Qaeda, fue asesinado por ataques con drones estadounidenses en Kabul , Afganistán, el 31 de julio de 2022. [18]
Sin contar a los secuestradores, los ataques mataron a 2.977 personas, hirieron a miles más y dieron lugar a importantes consecuencias sanitarias a largo plazo , además de causar al menos 10.000 millones de dólares en daños a la infraestructura y a la propiedad. Sigue siendo el ataque terrorista más mortífero de la historia, así como el incidente más mortífero para los bomberos y el personal de las fuerzas del orden en la historia de Estados Unidos, matando a 343 y 72 miembros, respectivamente. La pérdida de vidas derivada del impacto del vuelo 11 lo convirtió en el accidente de varios aviones más letal en la historia de la aviación, seguido por el número de muertos incurridos por el vuelo 175. La destrucción del World Trade Center y sus alrededores dañó gravemente la economía estadounidense e indujo conmociones en los mercados mundiales . Muchos otros países reforzaron la legislación antiterrorista y ampliaron sus poderes de aplicación de la ley y agencias de inteligencia . El Proyecto Costos de la Guerra ha estimado que el número total de muertes causadas por los ataques, combinado con las cifras de muertos de los conflictos que incitaron directamente, es de más de 4,5 millones. [19] La limpieza del sitio del World Trade Center (coloquialmente "Zona Cero") tomó ocho meses y se completó en mayo de 2002, mientras que el Pentágono fue reparado en un año. Los orígenes de Al Qaeda se remontan a 1979, cuando la Unión Soviética invadió Afganistán . [20] Poco después de la invasión, Osama bin Laden viajó a Afganistán y ayudó a organizar a los muyahidines árabes (los " árabes afganos ") para resistir a los " invasores comunistas " ( soviéticos ) hasta su salida del país en 1989. [21] [22] En 1984, bin Laden, junto con el erudito islámico Abdullah Azzam , formó Maktab al-Khidamat (MAK), una organización para apoyar a los muyahidines árabes que vinieron a unirse a la yihad en Afganistán. [24] Sin embargo, nunca se descubrió ninguna prueba directa de ayuda estadounidense a Bin Laden o a ninguno de sus afiliados. [25]
En 1996, Bin Laden emitió su primera fatwa , que declaraba la guerra contra los Estados Unidos y exigía la expulsión de todos los soldados estadounidenses de la península Arábiga . [26] En una segunda fatwa de 1998 , Bin Laden expuso sus objeciones a la política exterior estadounidense con respecto al Estado de Israel , así como a la continua presencia de tropas estadounidenses en Arabia Saudita después de la Guerra del Golfo . [27] Bin Laden sostuvo que los musulmanes están obligados a atacar objetivos estadounidenses hasta que se revirtieran las políticas agresivas de los EE. UU. contra los musulmanes. Según Bin Laden, los juristas islámicos habían "a lo largo de la historia islámica acordado unánimemente que la yihad es un deber individual si el enemigo destruye los países musulmanes". [27] [28]
La célula de Hamburgo en Alemania incluía a islamistas que eventualmente se convirtieron en agentes clave en los ataques del 11 de septiembre. [29] Mohamed Atta ; Marwan al-Shehhi ; Ziad Jarrah ; Ramzi bin al-Shibh; y Said Bahaji eran todos miembros de la célula de Hamburgo de Al-Qaeda. [30] Bin Laden afirmó que todos los musulmanes deben librar una guerra defensiva contra los Estados Unidos y combatir la agresión estadounidense. Bin Laden orquestó los ataques del 11 de septiembre. Inicialmente negó su participación, pero luego se retractó de su negación. [33] [34] [35] Al Jazeera transmitió una declaración suya el 16 de septiembre de 2001: "Subrayo que no he llevado a cabo este acto, que parece haber sido llevado a cabo por individuos con su propia motivación". [36] En noviembre de 2001, las fuerzas estadounidenses recuperaron una cinta de vídeo de una casa destruida en Jalalabad, Afganistán . En el vídeo, Bin Laden, hablando con Khaled al-Harbi , admitió haber tenido conocimiento previo de los ataques. [37] El 27 de diciembre de 2001, se publicó un segundo vídeo de Bin Laden en el que, sin llegar a admitir la responsabilidad de los ataques, dijo: [38]
Ha quedado claro que Occidente en general y Estados Unidos en particular tienen un odio indescriptible hacia el Islam ... Es el odio de los cruzados . El terrorismo contra Estados Unidos merece ser elogiado porque fue una respuesta a la injusticia, destinada a obligar a Estados Unidos a dejar de apoyar a Israel, que mata a nuestro pueblo ... Decimos que el fin de Estados Unidos es inminente, ya sea que Bin Laden o sus seguidores estén vivos o muertos, porque el despertar de la ummah [nación] musulmana ha ocurrido ... Poco antes de las elecciones presidenciales estadounidenses de 2004 , Bin Laden utilizó una declaración grabada para reconocer públicamente la participación de Al Qaeda en los ataques. [33] Admitió su vínculo directo con los ataques y dijo que se llevaron a cabo porque:
Los acontecimientos que afectaron mi alma de manera directa comenzaron en 1982, cuando Estados Unidos permitió a los israelíes invadir el Líbano y la Sexta Flota estadounidense los ayudó en esa tarea. Comenzó ese bombardeo y muchos murieron y resultaron heridos, mientras que otros fueron aterrorizados y desplazados.
No podía olvidar aquellas escenas conmovedoras, sangre y miembros amputados, mujeres y niños esparcidos por todas partes. Casas destruidas junto con sus ocupantes, rascacielos demolidos sobre sus residentes, cohetes cayendo sobre nuestras casas sin piedad... Mientras miraba aquellas torres demolidas en el Líbano, me entró en la mente que deberíamos castigar al opresor con la misma moneda y que deberíamos destruir torres en Estados Unidos para que ellos prueben algo de lo que nosotros probamos y para que se disuadan de matar a nuestras mujeres y niños.
Y ese día, se me confirmó que la opresión y el asesinato intencional de mujeres y niños inocentes es una política deliberada de Estados Unidos. La destrucción es libertad y democracia, mientras que la resistencia es terrorismo e intolerancia. [39]
Bin Laden ordenó personalmente a sus seguidores que atacaran el World Trade Center y el Pentágono. [40] [41] Otro video obtenido por Al Jazeera en septiembre de 2006 mostró a Bin Laden con uno de los principales planificadores de los ataques, Ramzi bin al-Shibh , así como con los secuestradores, Hamza al-Ghamdi y Wail al-Shehri , en medio de los preparativos para los ataques. [42] Bin Laden había estado en la Lista de los más buscados del Buró Federal de Investigaciones (FBI) desde 1998 por los atentados de 1998 a las embajadas estadounidenses en Tanzania y Kenia . [43] [44]
El periodista Yosri Fouda , del canal de televisión árabe Al Jazeera, informó que en abril de 2002 el miembro de Al Qaeda Khalid Sheikh Mohammed admitió su participación en los ataques, junto con Ramzi bin al-Shibh. [45] [46] [47] El Informe de la Comisión del 11 de septiembre de 2004 determinó que la animosidad que Mohammed, el principal arquitecto de los ataques del 11 de septiembre, sentía hacia los Estados Unidos se había derivado de su "violento desacuerdo con la política exterior estadounidense que favorecía a Israel". [48] Mohammed también fue asesor y financista del atentado al World Trade Center de 1993 y tío de Ramzi Yousef , el principal terrorista en ese ataque. [49] [50] A finales de 1994, Mohammed y Yousef se dispusieron a planificar un nuevo ataque terrorista llamado el complot Bojinka, previsto para enero de 1995. A pesar del fracaso y de la captura de Yousef por las fuerzas estadounidenses el mes siguiente, el complot Bojinka influiría en los posteriores ataques del 11 de septiembre. [51]
En el documento “Sustitución del testimonio de Khalid Sheikh Mohammed” del proceso contra Zacarías Moussaoui , se identifica a cinco personas que conocían perfectamente los detalles de la operación: Bin Laden, Khalid Sheikh Mohammed, Ramzi bin al-Shibh , Abu Turab al-Urduni y Mohammed Atef . [52]
Los investigadores consideran que la declaración de guerra santa de Osama bin Laden contra Estados Unidos y una fatwa de 1998 firmada por Bin Laden y otros que pedía el asesinato de estadounidenses [27] [53] son una prueba de su motivación. [54] Durante su entrevista con Hamid Mir en noviembre de 2001, Bin Laden defendió los ataques del 11 de septiembre como ataques de represalia contra las atrocidades estadounidenses contra los musulmanes en todo el mundo. También sostuvo que los ataques no estaban dirigidos contra mujeres y niños, afirmando que los objetivos de los ataques eran símbolos del "poder económico y militar" de Estados Unidos. [55] [56]
En la " Carta al pueblo estadounidense " de noviembre de 2002, Bin Laden declaró explícitamente que los motivos de Al Qaeda para los ataques incluían:
Después de los ataques, Bin Laden y Ayman al-Zawahiri publicaron más cintas de vídeo y grabaciones de audio, algunas de las cuales repetían las razones mencionadas para los ataques. Dos publicaciones relevantes fueron la " Carta al pueblo estadounidense " de Bin Laden de 2002 [67] y una cinta de vídeo de Bin Laden de 2004 [68] .
[...] esos jóvenes, a quienes Dios les ha abierto el camino, no se propusieron matar niños, sino atacar el mayor centro de poder militar del mundo, el Pentágono , que contiene más de 64.000 trabajadores, una base militar que tiene una gran concentración de ejército y de inteligencia... Como seguidor del Islam , Bin Laden creía que los no musulmanes tenían prohibido tener una presencia permanente en la Península Arábiga . [70] En 1996, Bin Laden emitió una fatwa en la que pedía a las tropas estadounidenses que abandonaran Arabia Saudita. En 1998, Al Qaeda escribió: «Durante más de siete años, Estados Unidos ha estado ocupando las tierras del Islam en el lugar más sagrado, la Península Arábiga , saqueando sus riquezas, dictando órdenes a sus gobernantes, humillando a su pueblo, aterrorizando a sus vecinos y convirtiendo sus bases en la Península en una punta de lanza a través de la cual luchar contra los pueblos musulmanes vecinos». [71]
En una entrevista de diciembre de 1999, Bin Laden dijo que sentía que los estadounidenses estaban "demasiado cerca de La Meca ", y consideró que esto era una provocación a todo el mundo musulmán. [72] Un análisis del terrorismo suicida sugirió que sin tropas estadounidenses en Arabia Saudita, Al Qaeda probablemente no habría podido conseguir que la gente se comprometiera a realizar misiones suicidas. [73]
En la fatwa de 1998 , Al Qaeda identificó las sanciones contra Irak como una razón para matar a estadounidenses, condenando el "bloqueo prolongado" entre otras acciones que constituyen una declaración de guerra contra "Alá, su mensajero y los musulmanes". [71] La fatwa declaró que "la decisión de matar a los estadounidenses y sus aliados -civiles y militares- es un deber individual para cada musulmán que pueda hacerlo en cualquier país en el que sea posible hacerlo, con el fin de liberar la mezquita de Al-Aqsa y la mezquita sagrada de La Meca de su control, y para que sus ejércitos [los estadounidenses] salgan de todas las tierras del Islam, derrotados e incapaces de amenazar a ningún musulmán". [27] [74]
En 2004, Bin Laden afirmó que la idea de destruir las torres se le había ocurrido por primera vez en 1982 cuando presenció el bombardeo israelí de edificios de apartamentos de gran altura durante la Guerra del Líbano de 1982. [ 75] [76] Algunos analistas, incluidos los politólogos John Mearsheimer y Stephen Walt , también afirmaron que el apoyo de Estados Unidos a Israel fue un motivo de los ataques. [58] [72] En 2004 y 2010, Bin Laden volvió a conectar los ataques del 11 de septiembre con el apoyo de Estados Unidos a Israel, aunque la mayoría de las cartas expresaban el desdén de Bin Laden por el presidente Bush y la esperanza de Bin Laden de "destruir y llevar a la quiebra" a Estados Unidos. Se han sugerido otros motivos además de los expuestos por Bin Laden y Al Qaeda. Algunos autores han sugerido la "humillación" que resultó de que el mundo islámico quedara rezagado respecto del mundo occidental; esta discrepancia se hizo especialmente visible debido a la globalización [79] [80] y al deseo de provocar a Estados Unidos a una guerra más amplia contra el mundo islámico con la esperanza de motivar a más aliados para que apoyaran a Al Qaeda. De manera similar, otros han sostenido que los ataques del 11 de septiembre fueron una maniobra estratégica para provocar a Estados Unidos a una guerra que incitaría una revolución panislámica . [81] [82]
Los documentos confiscados durante la operación de 2011 que mató a Bin Laden incluían algunas notas escritas a mano por Bin Laden en septiembre de 2002 con el encabezado "El nacimiento de la idea del 11 de septiembre". En estas notas, describe cómo se inspiró en el accidente del vuelo 990 de EgyptAir el 31 de octubre de 1999, que fue estrellado deliberadamente por el copiloto Gameel Al-Batouti , matando a más de 200 pasajeros. "Así es como la idea del 11 de septiembre fue concebida y desarrollada en mi cabeza, y fue entonces cuando comenzamos la planificación", continuó Bin Laden, añadiendo que nadie más que Abu Hafs y Abu al-Khair lo sabía en ese momento. El Informe de la Comisión del 11 de septiembre identificó a Khalid Sheikh Mohammed como el arquitecto del 11 de septiembre, pero no se lo menciona en las notas de Bin Laden. [83]
Los ataques fueron concebidos por Khalid Sheikh Mohammed , quien se los presentó por primera vez a Osama bin Laden en 1996. [84] En ese momento, Bin Laden y Al Qaeda estaban en un período de transición, ya que acababan de mudarse de Sudán a Afganistán . [85] Los atentados con bombas en las embajadas africanas de 1998 y la fatwa de Bin Laden de febrero de 1998 marcaron un punto de inflexión en la operación terrorista de Al Qaeda, [86] ya que Bin Laden decidió atacar a los Estados Unidos.
A finales de 1998 o principios de 1999, Bin Laden aprobó que Mohammed siguiera adelante con la organización del complot. [87] Mohammed, Bin Laden y Mohammed Atef , el lugarteniente de Bin Laden, mantuvieron una serie de reuniones a principios de 1999. [88] Atef proporcionó apoyo operativo, incluyendo la selección de objetivos y ayudando a organizar los viajes de los secuestradores. [85] Bin Laden desestimó a Mohammed, rechazando objetivos potenciales como la Torre del Banco de los Estados Unidos en Los Ángeles por falta de tiempo. [89] [90]
Bin Laden proporcionó liderazgo y apoyo financiero y participó en la selección de los participantes. [91] Inicialmente seleccionó a Nawaf al-Hazmi y Khalid al-Mihdhar , ambos yihadistas experimentados que habían luchado en Bosnia . Hazmi y Mihdhar llegaron a los Estados Unidos a mediados de enero de 2000. A principios de 2000, Hazmi y Mihdhar tomaron lecciones de vuelo en San Diego, California. Ambos hablaban poco inglés, tuvieron un mal desempeño en las lecciones de vuelo y finalmente sirvieron como secuestradores "musculares" secundarios. [92] [93]
A finales de 1999, un grupo de hombres de Hamburgo , Alemania, llegó a Afganistán. El grupo incluía a Mohamed Atta , Marwan al-Shehhi , Ziad Jarrah y Ramzi bin al-Shibh. [94] Bin Laden seleccionó a estos hombres porque eran educados, podían hablar inglés y tenían experiencia viviendo en Occidente. [95] Los nuevos reclutas eran examinados rutinariamente para detectar habilidades especiales y los líderes de Al Qaeda descubrieron que Hani Hanjour ya tenía una licencia de piloto comercial. [96] Mohammed dijo más tarde que ayudó a los secuestradores a mezclarse enseñándoles cómo pedir comida en restaurantes y vestirse con ropa occidental. [97]
Hanjour llegó a San Diego el 8 de diciembre de 2000, uniéndose a Hazmi. [98] : 6–7 Pronto se fueron a Arizona, donde Hanjour tomó un entrenamiento de actualización. [98] : 7 Marwan al-Shehhi llegó a fines de mayo de 2000, mientras que Atta llegó el 3 de junio de 2000 y Jarrah llegó el 27 de junio de 2000. En la primavera de 2001, los secuestradores secundarios comenzaron a llegar a los Estados Unidos. [99] En julio de 2001, Atta se reunió con Bin al-Shibh en Tarragona , Cataluña, España, donde coordinaron los detalles del complot, incluida la selección final del objetivo. Bin al-Shibh también le transmitió el deseo de Bin Laden de que los ataques se llevaran a cabo lo antes posible. Existen algunas teorías que sostienen que los secuestradores eligieron el 11 de septiembre como la fecha del ataque porque se parecía al 9-1-1 , el número de teléfono utilizado para informar sobre emergencias en los Estados Unidos. Sin embargo, Lawrence Wright escribió que los secuestradores eligieron la fecha en la que Juan III Sobieski , rey de Polonia y gran duque de Lituania , comenzó la batalla que hizo retroceder a los ejércitos musulmanes del Imperio otomano que intentaban capturar Viena (actual capital de Austria ) el 11 de septiembre de 1683. Durante 1683, Viena fue la sede del Sacro Imperio Romano Germánico y la monarquía de los Habsburgo , ambas grandes potencias de Europa en ese momento. Para Osama bin Laden, esta era una fecha en la que Occidente obtuvo cierto dominio sobre el Islam, y al atacar en esta fecha, esperaba dar un paso para que el Islam "ganara" la guerra por el poder y la influencia en todo el mundo. A fines de 1999, Walid bin Attash ("Khallad"), un asociado de Al Qaeda , se puso en contacto con Mihdhar y le dijo que se reunirían en Kuala Lumpur (Malasia); Hazmi y Abu Bara al Yemeni también asistirían. La NSA interceptó una llamada telefónica en la que se mencionaba la reunión, Mihdhar y el nombre "Nawaf" (Hazmi); aunque la agencia temía que "algo nefasto pudiera estar ocurriendo", no tomó ninguna medida.
La CIA ya había sido alertada por la inteligencia saudí sobre el estatus de Mihdhar y Hazmi como miembros de Al Qaeda y un equipo de la CIA irrumpió en la habitación del hotel de Mihdhar en Dubai y descubrió que tenía una visa estadounidense. El 13 de julio, Tom Wilshire, un agente de la CIA asignado a la división de terrorismo internacional del FBI, envió un correo electrónico a sus superiores en el Centro de Contraterrorismo (CTC) de la CIA solicitando permiso para informar al FBI que Hazmi estaba en el país y que Mihdhar tenía una visa estadounidense. El mismo día de julio, Margarette Gillespie, una analista del FBI que trabajaba en el CTC, recibió la orden de revisar el material sobre la reunión de Malasia. No se le informó de la presencia del participante en los EE.UU. La CIA le dio a Gillespie fotos de vigilancia de Mihdhar y Hazmi de la reunión para mostrarlas al FBI contra el terrorismo, pero no le dijo su importancia. El FBI descubrió que Moussaoui era un radical que había viajado a Pakistán, y el INS lo arrestó por quedarse más tiempo del permitido por su visa francesa. A las 7:59 am, el vuelo 11 de American Airlines despegó del Aeropuerto Internacional Logan en Boston . [122] Quince minutos después del vuelo, cinco secuestradores armados con cúteres tomaron el control del avión, hiriendo al menos a tres personas (y posiblemente matando a una) [123] [124] [125] antes de abrirse paso hacia la cabina. Los terroristas también mostraron un aparente explosivo y rociaron gas pimienta en la cabina, para asustar a los rehenes y hacerlos rendirse y dificultar aún más la resistencia. [126] De regreso en Logan, el vuelo 175 de United Airlines despegó a las 8:14 am, aproximadamente a la misma hora del secuestro del vuelo 11. [127] Cientos de millas al suroeste en el Aeropuerto Internacional Dulles , el vuelo 77 de American Airlines abandonó la pista a las 8:20 am. [127] El vuelo 175 transcurrió con normalidad durante 28 minutos hasta las 8:42 am, cuando un grupo de cinco personas secuestró el avión, asesinando a ambos pilotos y apuñalando a varios miembros de la tripulación antes de asumir el control de la aeronave. A las 8:46 am, el vuelo 11 se estrelló deliberadamente contra la cara norte de la Torre Norte del World Trade Center (1 WTC), [130] aunque la presunción inicial de muchos fue que fue un accidente. [131] A las 8:51 am, el vuelo 77 de American Airlines también fue tomado por otro grupo de cinco que ingresaron a la fuerza a la cabina 31 minutos después del despegue. [132] Aunque los secuestradores de este vuelo estaban equipados con cuchillos, [133] no hubo informes de que alguien a bordo fuera apuñalado, ni las dos personas que hicieron llamadas telefónicas mencionaron el uso de gas pimienta o una amenaza de bomba.
Diecisiete minutos después de que el primer avión se estrellara contra la Torre Norte, el vuelo 175 se estrelló contra la fachada sur de la Torre Sur (2 WTC) [134] a las 9:03 am, [i] demostrando que el primer choque no fue un accidente, sino más bien un acto deliberado de terrorismo. [135] [136]
Cuatro hombres a bordo del vuelo 93 atacaron repentinamente, matando al menos a un pasajero, después de haber esperado 46 minutos para hacer su movimiento, un retraso que resultó desastroso para los terroristas cuando se combinó con el despegue retrasado de la pista; [137] irrumpieron en la cabina y tomaron el control del avión a las 9:28 am, girando el avión hacia el este y fijando curso a Washington, DC. [138] Al igual que sus contrapartes en los primeros dos vuelos, el cuarto equipo también utilizó amenazas de bomba y llenó la cabina con gas pimienta. [139]
Nueve minutos después del secuestro del vuelo 93, el vuelo 77 se estrelló contra el lado oeste del Pentágono. [140] Debido a los dos retrasos, [141] los pasajeros y la tripulación del vuelo 93 tuvieron tiempo de ser informados de los ataques anteriores a través de llamadas telefónicas a tierra, y como resultado se organizó apresuradamente un levantamiento para tomar el control de la aeronave a las 9:57 am. [142] En cuestión de minutos, los pasajeros se abrieron paso hasta la parte delantera de la cabina y comenzaron a derribar la puerta de la cabina. Algunos pasajeros y miembros de la tripulación que llamaron desde el avión utilizando el servicio telefónico de cabina y teléfonos móviles proporcionaron detalles: varios secuestradores estaban a bordo de cada avión; utilizaron gas lacrimógeno , gas pimienta o gas pimienta para dominar a los asistentes de vuelo; y algunas personas a bordo habían sido apuñaladas. [145] Los informes indicaron que los secuestradores apuñalaron y mataron a pilotos, asistentes de vuelo y uno o más pasajeros. El FBI no encontró rastros de explosivos en los lugares donde se estrellaron los aviones, y la Comisión del 11-S concluyó que las bombas eran probablemente falsas. [119] En al menos dos de los vuelos secuestrados (American 11 y United 93), los terroristas afirmaron por el sistema de megafonía que estaban tomando rehenes y que regresaban al aeropuerto para que se cumpliera una exigencia de rescate, en un claro intento de impedir que los pasajeros se defendieran. Sin embargo, ambos intentos fracasaron, ya que los dos pilotos secuestradores en estos casos (Mohamed Atta [149] y Ziad Jarrah, [150] respectivamente) pulsaron el interruptor equivocado y transmitieron por error sus mensajes al control de tráfico aéreo en lugar de a las personas que estaban en el avión, como estaba previsto, alertando a los controladores de vuelo de que los aviones habían sido secuestrados.
Tres edificios del World Trade Center se derrumbaron debido a un fallo estructural provocado por el fuego. Aunque la Torre Sur fue golpeada 17 minutos después de la Torre Norte, la zona de impacto del avión estaba mucho más abajo, a una velocidad mucho mayor y en una esquina, y el peso estructural adicional, desigualmente equilibrado, hizo que se derrumbara primero a las 9:59 am, [151] : 80 [152] : 322 después de haber ardido durante 56 minutos [k] en el incendio provocado por el accidente del vuelo 175 de United Airlines y la explosión de su combustible. La Torre Norte duró otros 29 minutos antes de derrumbarse a las 10:28 am, [l] una hora y cuarenta y dos minutos [j] después de ser golpeada por el vuelo 11 de American Airlines. Cuando la Torre Norte se derrumbó, los escombros cayeron sobre el cercano edificio 7 World Trade Center (7 WTC), dañando el edificio y provocando incendios. Estos incendios ardieron durante casi siete horas, comprometiendo la integridad estructural del edificio, y el WTC 7 se derrumbó a las 5:21 pm. A las 9:42 am, la Administración Federal de Aviación (FAA) dejó en tierra a todos los aviones civiles dentro del territorio continental de los EE. UU., y se les dijo a los aviones civiles que ya estaban en vuelo que aterrizaran inmediatamente. [158] Todos los aviones civiles internacionales fueron devueltos o redirigidos a aeropuertos en Canadá o México, y se les prohibió aterrizar en territorio de los Estados Unidos durante tres días. [159] Los ataques crearon una confusión generalizada entre las organizaciones de noticias y los controladores de tráfico aéreo. [160] Se sospechó que otro avión ( Vuelo 1989 de Delta Air Lines ) había sido secuestrado, pero el avión respondió a los controladores y aterrizó de manera segura en Cleveland, Ohio. [161]
En una entrevista de abril de 2002, Khalid Sheikh Mohammed y Ramzi bin al-Shibh , quienes se cree que organizaron los ataques, dijeron que el objetivo previsto del vuelo 93 era el Capitolio de los Estados Unidos, no la Casa Blanca. [162] Durante la etapa de planificación de los ataques, Mohamed Atta (secuestrador y piloto del vuelo 11) pensó que la Casa Blanca podría ser un objetivo demasiado difícil y solicitó una evaluación de Hani Hanjour (que secuestró y pilotó el vuelo 77). [163] Mohammed dijo que Al-Qaeda inicialmente planeó atacar instalaciones nucleares en lugar del World Trade Center y el Pentágono, pero decidió no hacerlo, temiendo que las cosas pudieran "salirse de control". El ataque a la Torre Norte del World Trade Center convirtió al 11 de septiembre en el acto terrorista más letal de la historia mundial. [167] En conjunto, los cuatro accidentes causaron la muerte de 2.996 personas (incluidos los secuestradores) y miles más resultaron heridas. [168] El número de muertos incluyó 265 en los cuatro aviones (de los que no hubo supervivientes); 2.606 en el World Trade Center y sus alrededores; y 125 en el Pentágono. [169] [170] La mayoría de los muertos eran civiles, así como 343 bomberos, 72 agentes de la ley, 55 militares y los 19 terroristas. [171] [172] Después de Nueva York, Nueva Jersey fue el estado que más ciudadanos perdió. [173] Más de 90 países perdieron ciudadanos en los ataques. [174]
En la ciudad de Nueva York, más del 90% de los trabajadores y visitantes que murieron en las torres se encontraban en los puntos de impacto o por encima de ellos. En la Torre Norte, entre 1.344 [175] y 1.402 [176] personas se encontraban en el punto de impacto, por encima o un piso por debajo de él y todas murieron. Cientos de personas murieron instantáneamente en el momento en que el avión impactó. [177] Las aproximadamente 800 personas [178] que sobrevivieron al impacto quedaron atrapadas y murieron en los incendios o por inhalación de humo; cayeron o saltaron de la torre para escapar del humo y las llamas; o murieron en el derrumbe del edificio. La destrucción de las tres escaleras de la Torre Norte cuando el vuelo 11 impactó hizo imposible que nadie que estuviera en la zona de impacto hacia arriba pudiera escapar. 107 personas que no quedaron atrapadas por el impacto murieron. [179] Cuando el avión impactó entre los pisos 93 y 99, el piso 92 también quedó ineludible cuando el choque cortó todos los huecos de los ascensores mientras que los escombros que cayeron de la zona de impacto bloquearon las escaleras, asegurando la muerte de los 69 trabajadores del piso debajo del punto de impacto.
En la Torre Sur, alrededor de 600 personas estaban en o por encima del piso 77 cuando el vuelo 175 se estrelló y pocos sobrevivieron. Al igual que en la Torre Norte, cientos de personas murieron en el momento del impacto. A diferencia de los que estaban en la Torre Norte, los aproximadamente 300 sobrevivientes [178] del accidente no quedaron técnicamente atrapados por el daño causado por el impacto del vuelo 175, pero la mayoría no sabían que todavía existía un medio de escape o no pudieron usarlo. Una escalera, la Escalera A , evitó por poco ser destruida cuando el vuelo 175 se estrelló contra el edificio, lo que permitió que 14 personas ubicadas en los pisos del impacto (incluido Stanley Praimnath , un hombre que vio el avión venir hacia él) y cuatro más de los pisos superiores escaparan. [184] Algunos ocupantes de cada torre por encima del punto de impacto se dirigieron hacia el techo con la esperanza de ser rescatados por helicóptero, pero las puertas de acceso al techo estaban cerradas. [185] No existía ningún plan para rescates en helicóptero, y la combinación de equipo del techo, humo espeso y calor intenso impidió que los helicópteros se acercaran. [186]
En el complejo del World Trade Center, un total de 414 trabajadores de emergencia murieron mientras intentaban rescatar a personas y apagar incendios, mientras que otro agente de la ley murió por separado cuando se estrelló el United 93. El Departamento de Bomberos de la Ciudad de Nueva York (FDNY) perdió 343 bomberos, incluido un capellán y dos paramédicos . En el condado de Arlington, Virginia , 125 trabajadores del Pentágono murieron cuando el vuelo 77 se estrelló contra el lado oeste del edificio. 70 eran civiles y 55 eran personal militar, muchos de los cuales trabajaban para el Ejército de los Estados Unidos o la Marina de los Estados Unidos . Semanas después del ataque, se estimó que el número de muertos era superior a 6.000, más del doble del número de muertes finalmente confirmadas. En 2010, un equipo de antropólogos y arqueólogos buscó restos humanos y objetos personales en el vertedero de Fresh Kills , donde se recuperaron 72 restos humanos más, lo que elevó el total encontrado a 1.845. El perfil de ADN continúa en un intento de identificar a más víctimas. Los operadores del 9-1-1 también recibieron información de las personas que llamaron que no fue transmitida a los comandantes en el lugar. [241]
Los ataques del 11 de septiembre dieron lugar a respuestas inmediatas al evento, incluidas reacciones internas ; cierres y cancelaciones ; crímenes de odio ; respuestas de musulmanes estadounidenses al evento; respuestas internacionales al ataque ; y respuestas militares a los eventos . Poco después de los ataques, un fondo del gobierno de los EE. UU. que fue creado por una ley del Congreso llamado Fondo de Compensación de Víctimas del 11 de Septiembre . [250] [251] El propósito del fondo era compensar a las víctimas de los ataques y sus familias con el quid pro quo de su acuerdo de no presentar demandas contra las corporaciones aéreas involucradas. [252] La legislación autoriza al fondo a desembolsar un máximo de $ 7.375 mil millones, incluidos los costos operativos y administrativos, de fondos del gobierno de los EE. UU. [253] El fondo debía expirar en 2020, pero en 2019 se prolongó para permitir que se presentaran reclamos hasta octubre de 2090. [254] [255]
A las 8:32 am, los funcionarios de la FAA fueron notificados de que el vuelo 11 había sido secuestrado y ellos, a su vez, notificaron al Comando de Defensa Aeroespacial de América del Norte (NORAD). NORAD envió dos F-15 desde la base de la Guardia Nacional Aérea de Otis en Massachusetts y estaban en el aire a las 8:53 am. Debido a la comunicación lenta y confusa de los funcionarios de la FAA, NORAD tuvo nueve minutos de aviso, y no recibió ninguna notificación sobre ninguno de los otros vuelos antes de que se estrellaran.
Después de que las dos Torres Gemelas ya habían sido atacadas, más cazas fueron despedidos de la Base Aérea Langley en Virginia a las 9:30 am. [256] A las 10:20 am, el vicepresidente Dick Cheney dio órdenes de derribar cualquier avión comercial que pudiera ser identificado positivamente como secuestrado. Estas instrucciones no fueron transmitidas a tiempo para que los cazas entraran en acción. [256] [257] [258] Algunos cazas despegaron sin munición real, sabiendo que para evitar que los secuestradores atacaran sus objetivos previstos, los pilotos podrían tener que interceptar y estrellar sus cazas contra los aviones secuestrados, posiblemente eyectándose en el último momento. Por primera vez en la historia de Estados Unidos, se invocó el plan de preparación para emergencias llamado Control de Seguridad del Tráfico Aéreo y Ayudas a la Navegación Aérea (SCATANA), [260] dejando varados a decenas de miles de pasajeros en todo el mundo. [261] Ben Sliney , en su primer día como Director Nacional de Operaciones de la FAA , [262] ordenó que el espacio aéreo estadounidense se cerrara a todos los vuelos internacionales, lo que provocó que unos 500 vuelos fueran devueltos o redirigidos a otros países. [264] La policía y los equipos de rescate de todo el país se tomaron una licencia de sus trabajos y viajaron a la ciudad de Nueva York para ayudar a recuperar los cuerpos de los restos retorcidos de las Torres Gemelas. [265] Las donaciones de sangre en todo Estados Unidos aumentaron en las semanas posteriores al 11 de septiembre. [266] [267]
Las muertes de adultos en los ataques dieron como resultado que más de 3.000 niños perdieran a uno de sus padres. [268] Estudios posteriores documentaron las reacciones de los niños a estas pérdidas reales y a las pérdidas de vidas temidas, el entorno protector después de los ataques y los efectos sobre los cuidadores sobrevivientes. Tras los ataques, el índice de aprobación del presidente George W. Bush aumentó al 90%. [272] El 20 de septiembre de 2001, se dirigió a la nación y a una sesión conjunta del Congreso en relación con los acontecimientos del 11 de septiembre y los nueve días posteriores de esfuerzos de rescate y recuperación, y describió su respuesta prevista a los ataques. El papel altamente visible del alcalde de la ciudad de Nueva York, Rudy Giuliani, resultó en elogios en Nueva York y a nivel nacional. [273]
Se crearon inmediatamente numerosos fondos de socorro para ayudar a las víctimas de los ataques, con el fin de proporcionar asistencia financiera a los supervivientes de los ataques y a las familias de las víctimas. Antes de la fecha límite para la indemnización a las víctimas, el 11 de septiembre de 2003, se habían recibido 2.833 solicitudes de las familias de los que habían sido asesinados. [274]
Poco después de los ataques se implementaron planes de contingencia para la continuidad del gobierno y la evacuación de los líderes. [261] Al Congreso no se le informó que Estados Unidos había estado bajo un estatus de continuidad de gobierno hasta febrero de 2002. [275]
En la mayor reestructuración del gobierno estadounidense en la historia contemporánea, Estados Unidos promulgó la Ley de Seguridad Nacional de 2002 , creando el Departamento de Seguridad Nacional de Estados Unidos . El Congreso también aprobó la Ley Patriota de los Estados Unidos , diciendo que ayudaría a detectar y procesar el terrorismo y otros delitos. [276] Los grupos de libertades civiles han criticado la Ley Patriota, diciendo que permite a las fuerzas del orden invadir la privacidad de los ciudadanos y que elimina la supervisión judicial de las fuerzas del orden y la inteligencia nacional. Para combatir eficazmente futuros actos de terrorismo, se otorgaron amplios poderes a la Agencia de Seguridad Nacional (NSA). La NSA comenzó a vigilar las telecomunicaciones sin orden judicial, lo que en ocasiones fue criticado por permitir a la agencia "espiar las comunicaciones telefónicas y por correo electrónico entre los Estados Unidos y personas en el extranjero sin orden judicial". Seis días después de los ataques, el presidente Bush hizo una aparición pública en el mayor centro islámico de Washington, DC, y reconoció la "contribución increíblemente valiosa" que millones de musulmanes estadounidenses hicieron a su país y pidió que "se los trate con respeto". [282] En los días posteriores a los ataques se denunciaron numerosos incidentes de acoso y crímenes de odio contra musulmanes y asiáticos del sur . [283] [284] [285]
Los sijs también fueron objeto de ataques debido al uso de turbantes en la fe sij , que se asocian estereotípicamente con los musulmanes. Hubo informes de ataques a mezquitas y otros edificios religiosos (incluido el bombardeo con bombas incendiarias de un templo hindú ), y agresiones a individuos, incluido un asesinato: Balbir Singh Sodhi , un sij confundido con un musulmán, que recibió un disparo mortal el 15 de septiembre de 2001 en Mesa, Arizona . [285] Dos docenas de miembros de la familia de Osama bin Laden fueron evacuados urgentemente del país en un avión chárter privado bajo la supervisión del FBI tres días después de los ataques. [286]
Según un estudio académico, las personas percibidas como de Oriente Medio tenían la misma probabilidad de ser víctimas de crímenes de odio que los seguidores del Islam durante este tiempo. El estudio también encontró un aumento similar en los crímenes de odio contra personas que pueden haber sido percibidas como musulmanas, árabes y otras personas que se piensa que son de origen de Oriente Medio. [287] Un informe del grupo de defensa de los estadounidenses del sur de Asia conocido como South Asian Americans Leading Together documentó la cobertura de los medios de comunicación de 645 incidentes de prejuicio contra estadounidenses de ascendencia del sur de Asia o Oriente Medio entre el 11 y el 17 de septiembre de 2001. Se documentaron varios delitos como vandalismo, incendios provocados, asaltos, tiroteos, acoso y amenazas en numerosos lugares. [288] [289] Las mujeres que usaban hijab también fueron atacadas. [290]
Una encuesta realizada entre árabes estadounidenses en mayo de 2002 reveló que el 20% de ellos había sufrido personalmente discriminación desde el 11 de septiembre. Una encuesta realizada en julio de 2002 entre musulmanes estadounidenses reveló que el 48% creía que su vida había cambiado para peor desde el 11 de septiembre y el 57% había sufrido algún acto de prejuicio o discriminación. [290]
Tras los ataques del 11 de septiembre, muchos estadounidenses de origen paquistaní se identificaron como indios para evitar una posible discriminación y obtener empleo (Pakistán se creó como resultado de la partición de la India en 1947). [291]
En mayo de 2002, la Comisión para la Igualdad de Oportunidades en el Empleo (EEOC) de Estados Unidos había recibido 488 denuncias de discriminación laboral , de las cuales 301 eran de personas despedidas de sus puestos de trabajo. De manera similar, en junio de 2002, el Departamento de Transporte de Estados Unidos había investigado 111 denuncias relacionadas con el 11 de septiembre presentadas por pasajeros de aerolíneas que afirmaban que su apariencia religiosa o étnica había hecho que se les señalara en los controles de seguridad. Las organizaciones musulmanas de los Estados Unidos se apresuraron a condenar los ataques y llamaron "a los musulmanes estadounidenses a que aporten sus habilidades y recursos para ayudar a aliviar el sufrimiento de las personas afectadas y sus familias". [292] Estas organizaciones incluían la Sociedad Islámica de Norteamérica , la Alianza Musulmana Americana, el Consejo Musulmán Americano , el Consejo de Relaciones Estadounidenses-Islámicas , el Círculo Islámico de Norteamérica y la Asociación de Eruditos de la Sharia de Norteamérica. En los primeros diez años posteriores a los ataques, el servicio comunitario interreligioso aumentó del 8 al 20 por ciento y el porcentaje de congregaciones estadounidenses que participaban en el culto interreligioso se duplicó del 7 al 14 por ciento. Los ataques fueron denunciados por los medios de comunicación y los gobiernos de todo el mundo. En todo el mundo, las naciones ofrecieron su apoyo y solidaridad pro-estadounidenses. [297] Los líderes de la mayoría de los países de Oriente Medio, así como de Libia y Afganistán, condenaron los ataques. Irak fue una notable excepción, con una declaración oficial inmediata de que "los vaqueros estadounidenses están cosechando el fruto de sus crímenes contra la humanidad". [298] El gobierno de Arabia Saudita condenó oficialmente los ataques, pero en privado muchos saudíes apoyaron la causa de Bin Laden. [299] [300]
Aunque el presidente de la Autoridad Palestina (AP), Yasser Arafat , también condenó los ataques, hubo informes de celebraciones de tamaño discutido en Cisjordania , la Franja de Gaza y Jerusalén Este . [301] [302] Los líderes palestinos desacreditaron a los presentadores de noticias que justificaron los ataques o mostraron celebraciones, [303] y la Autoridad afirmó que tales celebraciones no representan el sentimiento de los palestinos, añadiendo que no permitiría que "unos pocos niños" "manchen el verdadero rostro de los palestinos". El primer ministro británico Tony Blair dijo que Gran Bretaña estaba "hombro con hombro" con Estados Unidos. [314] Unos días después, Blair voló a Washington, DC, para reafirmar la solidaridad británica con Estados Unidos. En un discurso ante el Congreso nueve días después de los ataques, al que Blair asistió como invitado, el presidente Bush declaró que "Estados Unidos no tiene un amigo más fiel que Gran Bretaña". El 25 de septiembre de 2001, el quinto presidente de Irán , Mohamed Jatamí , al reunirse con el ministro de Asuntos Exteriores británico, Jack Straw , dijo: "Irán entiende plenamente los sentimientos de los estadounidenses sobre los ataques terroristas en Nueva York y Washington el 11 de septiembre". En septiembre de 2001, poco después de los atentados, algunos hinchas del AEK de Atenas quemaron una bandera israelí e intentaron, sin éxito, quemar una bandera estadounidense. Aunque la bandera estadounidense no se incendió, los hinchas abuchearon durante un momento de silencio en memoria de las víctimas de los atentados. [327]
A las 14.40 horas del 11 de septiembre, el secretario de Defensa Donald Rumsfeld estaba dando órdenes rápidas a sus ayudantes para que buscaran pruebas de la participación iraquí. Según las notas tomadas por el alto funcionario de política Stephen Cambone , Rumsfeld pidió: "La mejor información, rápido. En una reunión en Camp David el 15 de septiembre, la administración Bush rechazó la idea de atacar Irak en respuesta a los ataques del 11 de septiembre. [331] No obstante, más tarde invadieron el país con aliados, citando " el apoyo de Saddam Hussein al terrorismo ". [332] En ese momento, hasta siete de cada diez estadounidenses creían que el presidente iraquí jugó un papel en los ataques del 11 de septiembre. El Consejo de la OTAN declaró que los ataques terroristas contra Estados Unidos eran un ataque contra todas las naciones de la OTAN que cumplían con el Artículo 5 de la Carta de la OTAN. On October 7, 2001, the War in Afghanistan began when U.S. and British forces initiated aerial bombing campaigns targeting Taliban and Al-Qaeda camps, then later invaded Afghanistan with ground troops of the Special Forces.[citation needed] This eventually led to the overthrow of the Taliban's rule of Afghanistan with the Fall of Kandahar on December 7, 2001, by U.S.-led coalition forces.[340]
Al-Qaeda leader Osama bin Laden, who went into hiding in the White Mountains, was targeted by U.S. coalition forces in the Battle of Tora Bora,[341] but he escaped across the Pakistani border and remained out of sight for almost ten years.[341] In an interview with Tayseer Allouni on October 21, 2001, Bin Laden stated:
"The events proved the extent of terrorism that America exercises in the world. Bush stated that the world has to be divided in two: Bush and his supporters, and any country that doesn't get into the global crusade is with the terrorists. What terrorism is clearer than this? Many governments were forced to support this "new terrorism.".. America wouldn't live in security until we live it truly in Palestine. This showed the reality of America, which puts Israel's interest above its own people's interest. America won't get out of this crisis until it gets out of the Arabian Peninsula, and until it stops its support of Israel.[342]
The Philippines and Indonesia, among other nations with their internal conflicts with Islamic terrorism, also increased their military readiness.[343][344] The military forces of the United States of America and the Islamic Republic of Iran cooperated to overthrow the Taliban regime, which had had conflicts with the government of Iran.[326][345][346][347] Iran's Quds Force helped U.S. forces and Afghan rebels in the 2001 uprising in Herat.[348][349][350]
Hundreds of thousands of tons of toxic debris containing more than 2,500 contaminants and known carcinogens were spread across Lower Manhattan when the Twin Towers' collapsed.[353][354] Exposure to the toxins in the debris is alleged to have contributed to fatal or debilitating illnesses among people who were at Ground Zero.[355][356] The Bush administration ordered the Environmental Protection Agency (EPA) to issue reassuring statements regarding air quality in the aftermath of the attacks, citing national security, but the EPA did not determine that air quality had returned to pre-September 11 levels until June 2002.[357]
Health effects extended to residents, students, and office workers of Lower Manhattan and nearby Chinatown.[358] Several deaths have been linked to the toxic dust, and victims' names were included in the World Trade Center memorial.[359] Approximately 18,000 people have been estimated to have developed illnesses as a result of the toxic dust.[360] There is also scientific speculation that exposure to various toxic products in the air may have negative effects on fetal development.[citation needed] A study of rescue workers released in April 2010 found that all those studied had impaired lung functions and that 30–40% were reporting little or no improvement in persistent symptoms that started within the first year of the attack.[361]
Years after the attacks, legal disputes over the costs of illnesses related to the attacks were still in the court system. On October 17, 2006, a federal judge rejected New York City's refusal to pay for health costs for rescue workers, allowing for the possibility of numerous suits against the city.[362] Government officials have been faulted for urging the public to return to lower Manhattan in the weeks shortly after the attacks. Christine Todd Whitman, administrator of the EPA in the attacks' aftermath, was heavily criticized by a U.S. District Judge for incorrectly saying that the area was environmentally safe.[363] Mayor Giuliani was criticized for urging financial industry personnel to return quickly to the greater Wall Street area.[364]
On December 22, 2010, the United States Congress passed the James L. Zadroga 9/11 Health and Compensation Act, which President Barack Obama signed into law on January 2, 2011. It allocated $4.2 billion to create the World Trade Center Health Program, which provides testing and treatment for people suffering from long-term health problems related to the 9/11 attacks.[365][366] The WTC Health Program replaced preexisting 9/11-related health programs such as the Medical Monitoring and Treatment Program and the WTC Environmental Health Center program.[366]
In 2020, the NYPD confirmed that 247 NYPD police officers had died due to 9/11-related illnesses. In September 2022, the FDNY confirmed that the total number of firefighters who died due to 9/11-related illnesses was 299. Both agencies believe that the death toll will rise dramatically in the coming years. The Port Authority of New York and New Jersey Police Department (PAPD), the law enforcement agency with jurisdiction over the World Trade Center due to the Port Authority of New York and New Jersey owning the site confirmed that four of its police officers have died of 9/11-related illnesses. The chief of the PAPD at the time, Joseph Morris, made sure that industrial-grade respirators were provided to all PAPD police officers within 48 hours and decided that the same 30 to 40 police officers would be stationed at the World Trade Center pile, drastically lowering the number of total PAPD personnel who would be exposed to the air. The FDNY and NYPD had rotated hundreds, if not thousands, of different personnel from all over New York City to the pile, which exposed many of them to dust that would give them cancer or other diseases years or decades later. Also, they were not given adequate respirators and breathing equipment that could have prevented future diseases.[367][368][369][370]
The attacks had a significant economic impact on the United States and world markets.[371] The stock exchanges did not open on September 11 and remained closed until September 17. Reopening, the Dow Jones Industrial Average (DJIA) fell 684 points, or 7.1%, to 8921, a record-setting one-day point decline.[372] By the end of the week, the DJIA had fallen 1,369.7 points (14.3%), at the time its largest one-week point drop in history. In 2001 dollars, U.S. stocks lost $1.4 trillion in valuation for the week.[373]
In New York City, about 430,000 job months and $2.8 billion in wages were lost in the first three months after the attacks. The economic effects were mainly on the economy's export sectors.[374][375][376] The city's GDP was estimated to have declined by $27.3 billion for the last three months of 2001 and all of 2002. The U.S. government provided $11.2 billion in immediate assistance to the Government of New York City in September 2001, and $10.5 billion in early 2002 for economic development and infrastructure needs.[377]
Also hurt were small businesses in Lower Manhattan near the World Trade Center (18,000 of which were destroyed or displaced), resulting in lost jobs and wages. Assistance was provided by Small Business Administration loans; federal government Community Development Block Grants; and Economic Injury Disaster Loans.[377] Some 31,900,000 square feet (2,960,000 m2) of Lower Manhattan office space was damaged or destroyed.[378] Many wondered whether these jobs would return, and if the damaged tax base would recover.[379] Studies of 9/11's economic effects show the Manhattan office real-estate market and office employment were less affected than first feared, because of the financial services industry's need for face-to-face interaction.[380][381]
North American air space was closed for several days after the attacks and air travel decreased upon its reopening, leading to a nearly 20% cutback in air travel capacity, and exacerbating financial problems in the struggling U.S. airline industry.[382]
The September 11 attacks also led to the U.S. wars in Afghanistan and Iraq,[383] as well as additional homeland security spending, totaling at least $5 trillion.[384]

Most of the Afghan population was already going hungry at the time of the September 11 attacks.[386] In the aftermath of the attacks, tens of thousands of people attempted to flee Afghanistan due to the possibility of military retaliation by the United States. Pakistan, already home to many Afghan refugees from previous conflicts, closed its border with Afghanistan on September 17, 2001.[387] Thousands of Afghans also fled to the frontier with Tajikistan, although were denied entry.[388] The Taliban leaders in Afghanistan themselves pleaded against military action, saying "We appeal to the United States not to put Afghanistan into more misery because our people have suffered so much", referring to two decades of conflict and the humanitarian crisis attached to it.[385]
All United Nations expatriates had left Afghanistan after the attacks and no national or international aid workers were at their post. Workers were instead preparing in bordering countries like Pakistan, China and Uzbekistan to prevent a potential "humanitarian catastrophe", amid a critically low food stock for the Afghan population.[389] The World Food Programme stopped importing wheat to Afghanistan on September 12 due to security risks.[390] The Wall Street Journal suggested the creation of a buffer zone in an inevitable war, similarly as in the Bosnian War.[391]
Approximately one month after the attacks, the United States led a broad coalition of international forces to overthrow the Taliban regime from Afghanistan for their harboring of Al-Qaeda.[387] Though Pakistani authorities were initially reluctant to align themselves with the United States against the Taliban, they permitted the coalition access to their military bases, and arrested and handed over to the U.S. over 600 suspected Al-Qaeda members.[392][393]
In a speech by the Nizari Ismaili Imam at the Nobel Institute in 2005, Aga Khan IV stated that the "9/11 attack on the United States was a direct consequence of the international community ignoring the human tragedy that was Afghanistan at that time".[394]
In 2011, the U.S. and NATO under President Obama initiated a drawdown of troops in Afghanistan finalized in 2016. During the presidencies of Donald Trump and Joe Biden in 2020 and 2021, the United States alongside its NATO allies withdrew all troops from Afghanistan completing the withdrawal of all regular U.S. troops on August 30, 2021, 12 days before the 20th anniversary of the September 11 attacks,[155][395][396] The withdrawal marked the end of the 2001–2021 War in Afghanistan. Biden said that after nearly 20 years of war, it was clear that the U.S. military could not transform Afghanistan into a modern democracy.[397]
The second emir of Al-Qaeda, Ayman al-Zawahiri, a close associate of bin Laden, was killed in a U.S. drone strike at his home in Kabul, Afghanistan on July 31, 2022.[18]
The impact of 9/11 extends beyond geopolitics and into society and culture in general. Immediate responses to 9/11 included greater focus on home life and time spent with family, higher church attendance, and increased expressions of patriotism such as the flying of American flags.[398] The radio industry responded by removing certain songs from playlists, and the attacks have subsequently been used as background, narrative, or thematic elements in film, music, literature, and humour. Already-running television shows as well as programs developed after 9/11 have reflected post-9/11 cultural concerns.[399]
9/11 conspiracy theories have become a social phenomenon, despite a lack of support from expert scientists, engineers, and historians.[400] 9/11 has also had a major impact on the religious faith of many individuals; for some it strengthened, to find consolation to cope with the loss of loved ones and overcome their grief; others started to question their faith or lose it entirely because they could not reconcile it with their view of religion.[401][402]
The culture of America, after the attacks, is noted for heightened security and an increased demand thereof, as well as paranoia and anxiety regarding future terrorist attacks against most of the nation. Psychologists have also confirmed that there has been an increased amount of national anxiety in commercial air travel.[403] Anti-Muslim hate crimes rose nearly ten-fold in 2001 and have subsequently remained "roughly five times higher than the pre-9/11 rate".[404]
As a result of the attacks, many governments across the world passed legislation to combat terrorism.[406] In Germany, where several of the 9/11 terrorists had resided and taken advantage of that country's liberal asylum policies, two major anti-terrorism packages were enacted. The first removed legal loopholes that permitted terrorists to live and raise money in Germany. The second addressed the effectiveness and communication of intelligence and law enforcement.[407] Canada passed the Canadian Anti-Terrorism Act, their first anti-terrorism law.[408] The United Kingdom passed the Anti-terrorism, Crime and Security Act 2001 and the Prevention of Terrorism Act 2005.[409][410] New Zealand enacted the Terrorism Suppression Act 2002.[411]
In the United States, the Department of Homeland Security was created by the Homeland Security Act of 2002 to coordinate domestic anti-terrorism efforts. The USA Patriot Act gave the federal government greater powers, including the authority to detain foreign terror suspects for a week without charge; to monitor terror suspects' telephone communications, e-mail, and Internet use; and to prosecute suspected terrorists without time restrictions. The FAA ordered that aeroplane cockpits be reinforced to prevent terrorists from gaining control of planes and assigned sky marshals to flights.
Further, the Aviation and Transportation Security Act made the federal government, rather than airports, responsible for airport security. The law created the Transportation Security Administration to inspect passengers and luggage, causing long delays and concern over passenger privacy.[412] After suspected abuses of the USA Patriot Act were brought to light in June 2013 with articles about the collection of American call records by the NSA and the PRISM program, Representative Jim Sensenbrenner (of Wisconsin), who introduced the Patriot Act in 2001, said that the NSA overstepped its bounds.[413][414]
Criticism of the war on terror has focused on its morality, efficiency, and cost. According to a 2021 report by the Costs of War Project, the several post-9/11 wars participated in by the United States in its war on terror have caused the displacement, conservatively calculated, of 38 million people in Afghanistan, Pakistan, Iraq, Libya, Syria, Yemen, Somalia, and the Philippines.[415][416][417] They estimated these wars caused the deaths of 897,000 to 929,000 people directly and cost $8 trillion.[417] In a 2023 report, the Costs of War Project estimated that there have been between 3.6 and 3.7 million indirect deaths in the post-9/11 war zones, with the total death toll being 4.5 to 4.6 million. The report defined post-9/11 war zones as conflicts that included significant United States counter-terrorism operations since 9/11, which in addition to the wars in Iraq, Afghanistan and Pakistan, also includes the civil wars in Syria, Yemen, Libya and Somalia.[19] The report derived its estimate of indirect deaths using a calculation from the Geneva Declaration of Secretariat which estimates that for every person directly killed by war, four more die from the indirect consequences of war. The report's author Stephanie Savell stated that in an ideal scenario, the preferable way of quantifying the total death toll would have been by studying excess mortality, or by using on-the-ground researchers in the affected countries.[19] The U.S. Constitution and U.S. law prohibits the use of torture, yet such human rights violations occurred during the war on terror under the euphemism "enhanced interrogation".[418][419] In 2005, The Washington Post and Human Rights Watch (HRW) published revelations concerning CIA flights and "black sites", covert prisons operated by the CIA.[420][421] The term "torture by proxy" is used by some critics to describe situations in which the CIA and other U.S. agencies have transferred suspected terrorists to countries known to employ torture.[422][423]
As all 19 hijackers died in the attacks, they were never prosecuted. Osama bin Laden was never formally indicted but was after a 10-year manhunt killed by U.S. special forces on May 2, 2011, in his compound in Abbottabad, Pakistan.[n][424] The main trial of the attacks against Mohammed and his co-conspirators Walid bin Attash, Ramzi bin al-Shibh, Ammar al-Baluchi, and Mustafa Ahmad al Hawsawi remains unresolved. Khalid Sheikh Mohammed was arrested on March 1, 2003, in Rawalpindi, Pakistan, by Pakistani security officials working with the CIA. He was then held at multiple CIA secret prisons and Guantanamo Bay, where he was interrogated and tortured with methods including waterboarding.[425][426] In 2003, Mustafa al-Hawsawi and Abd al-Aziz Ali were arrested and transferred to U.S. custody. Both would later be accused of providing money and travel assistance to the hijackers.[427] During U.S. hearings at Guantanamo Bay in March 2007, Mohammed again confessed his responsibility for the attacks, stating he "was responsible for the 9/11 operation from A to Z" and that his statement was not made under duress.[47][428] In January 2023, the US government opened up about a potential plea deal,[429] with Biden giving up on the effort in September that year.[430]
To date, only peripheral persons have thus been convicted for charges in connection with the attacks. These include:
On July 31, 2024, The New York Times reported that Mohammed, Walid bin Attash and Mustafa al-Hawsawi agreed to plead guilty to conspiracy in exchange for life sentences, avoiding trial and execution. However, on August 2, 2024, US Defense Secretary Lloyd Austin revoked a plea agreement with Mohammed.[433]
Immediately after the attacks, the Federal Bureau of Investigation started PENTTBOM, the largest criminal inquiry in US history. At its height, more than half of the FBI's agents worked on the investigation and followed a half-million leads.[434] The FBI concluded that there was "clear and irrefutable" evidence linking Al-Qaeda and bin Laden to the attacks.[435]
The FBI quickly identified the hijackers, including leader Mohamed Atta, when his luggage was discovered at Boston's Logan Airport. Atta had been forced to check two of his three bags due to space limitations on the 19-seat commuter flight he took to Boston. Due to a new policy instituted to prevent flight delays, the luggage failed to make it aboard American Airlines Flight 11 as planned. The luggage contained the hijackers' names, assignments, and Al-Qaeda connections. "It had all these Arab-language [sic] papers that amounted to the Rosetta stone of the investigation", said one FBI agent.[436] Within hours of the attacks, the FBI released the names and in many cases the personal details of the suspected pilots and hijackers.[437][438] Abu Jandal, who served as bin Laden's chief bodyguard for years, confirmed the identity of seven hijackers as Al-Qaeda members during interrogations with the FBI on September 17. He had been jailed in a Yemeni prison since 2000.[439][440] On September 27, 2001, photos of all 19 hijackers were released, along with information about possible nationalities and aliases.[441] Fifteen of the men were from Saudi Arabia, two were from the United Arab Emirates, one was from Egypt, and one was from Lebanon.[442]
By midday, the U.S. National Security Agency and German intelligence agencies had intercepted communications pointing to Osama bin Laden.[443] Two of the hijackers were known to have traveled with a bin Laden associate to Malaysia in 2000[444] and hijacker Mohamed Atta had previously gone to Afghanistan.[445] He and others were part of a terrorist cell in Hamburg.[446] One of the members of the Hamburg cell in Germany was discovered to have been in communication with Khalid Sheikh Mohammed who was identified as a member of Al-Qaeda.[447]
Authorities in the United States and the United Kingdom also obtained electronic intercepts, including telephone conversations and electronic bank transfers, which indicated that Mohammed Atef, a bin Laden deputy, was a key figure in the planning of the 9/11 attacks. Intercepts were also obtained of conversations that took place days before September 11 between bin Laden and an associate in Pakistan referring to "an incident that would take place in America on, or around, September 11" and discussing potential repercussions. In another conversation with an associate in Afghanistan, bin Laden discussed the "scale and effects of a forthcoming operation". These conversations did not specifically mention the World Trade Center, the Pentagon, or other specifics.[448]
In their annual violent crime index for the year 2001, the FBI recorded the deaths from the attacks as murder, in separate tables so as not to mix them with other reported crimes for that year.[449] In a disclaimer, the FBI stated that "the number of deaths is so great that combining it with the traditional crime statistics will have an outlier effect that falsely skews all types of measurements in the program's analyses".[450] New York City also did not include the deaths in their annual crime statistics for 2001.[451]
In 2004, John L. Helgerson, the Inspector General of the Central Intelligence Agency (CIA), conducted an internal review of the agency's pre-9/11 performance and was harshly critical of senior CIA officials for not doing everything possible to confront terrorism.[452] According to Philip Giraldi in The American Conservative, Helgerson criticized their failure to stop two of the 9/11 hijackers, Nawaf al-Hazmi and Khalid al-Mihdhar, as they entered the United States and their failure to share information on the two men with the FBI.[453]
In May 2007, senators from both major U.S. political parties (the Republican and Democratic parties) drafted legislation to make the review public. One of the backers, Senator Ron Wyden said, "The American people have a right to know what the Central Intelligence Agency was doing in those critical months before 9/11".[454] The report was released in 2009 by President Barack Obama.[452]
In February 2002, the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence formed a joint inquiry into the performance of the U.S. Intelligence Community.[455] Their 832-page report released in December 2002[456] detailed failings of the FBI and CIA to use available information, including about terrorists the CIA knew were in the United States, to disrupt the plots.[457] The joint inquiry developed its information about possible involvement of Saudi Arabian government officials from non-classified sources.[458] The Bush administration demanded 28 related pages remain classified.[457] In December 2002, the inquiry's chair Bob Graham revealed in an interview that there was "evidence that there were foreign governments involved in facilitating the activities of at least some of the terrorists in the United States".[459] September 11 victim families were frustrated by the unanswered questions and redacted material from the congressional inquiry and demanded an independent commission.[457] September 11 victim families,[460] members of Congress[461] and the Saudi Arabian government are still seeking the release of the documents.[462][463] In June 2016, CIA chief John Brennan said that he believes 28 redacted pages of a congressional inquiry into 9/11 will soon be made public, and that they will prove that the government of Saudi Arabia had no involvement in the September 11 attacks.[464]
In September 2016, Congress passed the Justice Against Sponsors of Terrorism Act that would allow relatives of victims of the September 11 attacks to sue Saudi Arabia for its government's alleged role in the attacks.[465][466][467]
The National Commission on Terrorist Attacks Upon the United States, popularly known as the 9/11 Commission, chaired by Thomas Kean,[o] was formed in late 2002 to prepare a thorough account of the circumstances surrounding the attacks, including preparedness for and the immediate response to the attacks.[472] On July 22, 2004, the commission issued the 9/11 Commission Report, a 585-page report based on its investigations. The report detailed the events leading up to the attacks, concluding that they were carried out by Al-Qaeda.[473] The commission also examined how security and intelligence agencies were inadequately coordinated to prevent the attacks.
According to the report, "We believe the 9/11 attacks revealed four kinds of failures: in imagination, policy, capabilities, and management".[474] The commission made numerous recommendations on how to prevent future attacks, and in 2011 was dismayed that several of its recommendations had yet to be implemented.[475]
The U.S. National Institute of Standards and Technology (NIST) investigated the collapses of the Twin Towers and 7 WTC. The investigations examined why the buildings collapsed and what fire protection measures were in place, and evaluated how fire protection systems might be improved in future construction.[476] The investigation into the collapse of 1 WTC and 2 WTC was concluded in October 2005 and that of 7 WTC was completed in August 2008.[477]
NIST found that the fireproofing on the Twin Towers' steel infrastructures was blown off by the initial impact of the planes and that had this not occurred, the towers likely would have remained standing.[478] A 2007 study of the north tower's collapse published by researchers of Purdue University determined that since the plane's impact had stripped off much of the structure's thermal insulation, the heat from a typical office fire would have softened and weakened the exposed girders and columns enough to initiate the collapse regardless of the number of columns cut or damaged by the impact.[479][480]
The director of the original investigation stated that "the towers did amazingly well. The terrorist aircraft didn't bring the buildings down; it was the fire that followed. It was proven that you could take out two-thirds of the columns in a tower and the building would still stand".[481] The fires weakened the trusses supporting the floors, making the floors sag. The sagging floors pulled on the exterior steel columns causing the exterior columns to bow inward.
With the damage to the core columns, the buckling exterior columns could no longer support the buildings, causing them to collapse. Additionally, the report found the towers' stairwells were not properly reinforced to provide adequate emergency escape for people above the impact zones.[482] NIST concluded that uncontrolled fires in 7 WTC caused floor beams and girders to heat and subsequently "caused a critical support column to fail, initiating a fire-induced progressive collapse that brought the building down".[477]
In July 2016, the Obama administration released a document compiled by U.S. investigators Dana Lesemann and Michael Jacobson, known as "File 17",[483] which contains a list naming three dozen people, including the suspected Saudi intelligence officers attached to Saudi Arabia's embassy in Washington, D.C.,[484] which connects Saudi Arabia to the hijackers.[485][486]
In September 2016, Congress passed the Justice Against Sponsors of Terrorism Act.[487][488] The practical effect of the legislation was to allow the continuation of a longstanding civil lawsuit brought by families of victims of the September 11 attacks against Saudi Arabia for its government's alleged role in the attacks.[489] In March 2018, a U.S. judge formally allowed a suit to move forward against the government of Saudi Arabia brought by 9/11 survivors and victims' families.[487]
In 2022, the families of some 9/11 victims obtained two videos and a notepad seized from Saudi national Omar al-Bayoumi by the British courts. The first video showed him hosting a party in San Diego for Nawaf al-Hazmi and Khalid al-Mihdhar, the first two hijackers to arrive in the U.S. The other video showed al-Bayoumi greeting the cleric Anwar al-Awlaki, who was blamed for radicalizing Americans and later killed in a CIA drone strike. The notepad depicted a hand-drawn aeroplane and some mathematical equations that, according to a pilot's court statement, might have been used to calculate the rate of descent to get to a target. According to a 2017 FBI memo, from the late 1990s up until the 9/11 attack, al-Bayoumi was a paid cooptee of the Saudi General Intelligence Presidency. As of April 2022[update] he is believed to be living in Saudi Arabia, which has denied any involvement in 9/11.[490]
On the day of the attacks, New York City mayor Rudy Giuliani stated: "We will rebuild. We're going to come out of this stronger than before, politically stronger, economically stronger. The skyline will be made whole again".[491]
Within hours of the attack, a substantial search and rescue operation was launched. After months of around-the-clock operations, the World Trade Center site was cleared by the end of May 2002.[492] The damaged section of the Pentagon was rebuilt and occupied within a year of the attacks.[493] The temporary World Trade Center PATH station opened in late 2003 and construction of the new 7 World Trade Center was completed in 2006. Work on rebuilding the main World Trade Center site was delayed until late 2006 when leaseholder Larry Silverstein and the Port Authority of New York and New Jersey agreed on financing.[494] The construction of One World Trade Center began on April 27, 2006, and reached its full height on May 20, 2013. The spire was installed atop the building at that date, putting One WTC's height at 1,776 feet (541 m) and thus claiming the title of the tallest building in the Western Hemisphere.[495][496] One WTC finished construction and opened on November 3, 2014.[496][497][498]
On the World Trade Center site, three more office towers were to be built one block east of where the original towers stood.[499] 4 WTC, meanwhile, opened in November 2013, making it the second tower on the site to open behind 7 World Trade Center, as well as the first building on the Port Authority property.[500] 3 WTC opened on June 11, 2018, becoming the fourth skyscraper at the site to be completed.[501] In December 2022, the Nicholas Greek Orthodox Church fully reopened for regular services[502] followed by the opening of the Ronald O. Perelman Performing Arts Center in September 2023.[503] With construction beginning in 2008,[504] 2 World Trade Center remains as of 2023 unfinished.[505] Construction of a 5 World Trade Center is planned to begin in 2024 and be finished by 2029.[506][507]
In the days immediately following the attacks, many memorials and vigils were held around the world, and photographs of the dead and missing were posted around Ground Zero. A witness described being unable to "get away from faces of innocent victims who were killed. Their pictures are everywhere, on phone booths, street lights, and walls of subway stations. Everything reminded me of a huge funeral, people were quiet and sad, but also very nice. Before, New York gave me a cold feeling; now people were reaching out to help each other".[508] President Bush proclaimed Friday, September 14, 2001, as Patriot Day.[509]
One of the first memorials was the Tribute in Light, an installation of 88 searchlights at the footprints of the World Trade Center towers.[510] In New York City, the World Trade Center Site Memorial Competition was held to design an appropriate memorial on the site.[511] The winning design, Reflecting Absence, was selected in August 2006, and consists of a pair of reflecting pools in the footprints of the towers, surrounded by a list of the victims' names in an underground memorial space.[512] The memorial was completed on September 11, 2011;[513] a museum also opened on site on May 21, 2014.[514]
The Sphere by the German sculptor Fritz Koenig is the world's largest bronze sculpture of modern times, and stood between the Twin Towers on the Austin J. Tobin Plaza from 1971 until the attacks. The sculpture, weighing more than 20 tons, was the only remaining work of art to be recovered largely intact from the ruins of the towers. Since then, the work of art, known in the U.S. as The Sphere, has been transformed into a symbolic monument of 9/11 commemoration. After being dismantled and stored near a hangar at John F. Kennedy International Airport, the sculpture was the subject of the 2001 documentary The Sphere by filmmaker Percy Adlon. On August 16, 2017, the work was installed at Liberty Park, close to the new World Trade Center aerial and the 9/11 Memorial.[515]
In Arlington County, the Pentagon Memorial was completed and opened to the public on the seventh anniversary of the attacks in 2008.[516][517] It consists of a landscaped park with 184 benches facing the Pentagon.[518] When the Pentagon was repaired in 2001–2002, a private chapel and indoor memorial were included at the spot where Flight 77 crashed into the building.[519]
In Shanksville, a concrete-and-glass visitor center was opened on September 10, 2015,[520] situated on a hill overlooking the crash site and the white marble Wall of Names.[521] An observation platform at the visitor centre and the white marble wall are both aligned beneath the path of Flight 93.[521][522] New York City firefighters donated a cross made of steel from the World Trade Center and mounted on top of a platform shaped like the Pentagon.[523] It was installed outside the firehouse on August 25, 2008.[524] Many other permanent memorials are elsewhere. Scholarships and charities have been established by the victims' families and by many other organizations and private figures.[525]
On every anniversary in New York City, the names of the victims who died there are read out over music. The President of the United States attends a memorial service at the Pentagon,[526] and asks Americans to observe Patriot Day with a moment of silence. Smaller services are held in Shanksville, Pennsylvania, which are usually attended by the First Lady. In September 2023, President Joe Biden did not attend services in the affected areas, instead marking the day in Anchorage, Alaska, the first U.S. President to do so since the attacks.[527][528][529]
Al-Qaeda leader Osama bin Laden appeared in a new message aired on an Arabic TV station Friday night, for the first time claiming direct responsibility for the 2001 attacks against the United States.
Reveling in the details of the fatal attacks, bin Laden brags in Arabic that he knew about them beforehand and said the destruction went beyond his hopes. He says the attacks "benefited Islam greatly".
While initially denying responsibility for the 9/11 attacks, Bin Laden took responsibility for them in a 2004 taped statement, saying that he had personally directed the hijackers.
Yosri Fouda of the Arabic television channel al-Jazeera is the only journalist to have interviewed Khalid Sheikh Mohammed, the al-Qaeda military commander arrested at the weekend.
The targets of September 11 were not women and children. The main targets were the symbol of the United States: their economic and military power.
The blood pouring out of Palestine must be equally revenged. You must know that the Palestinians do not cry alone; their women are not widowed alone; their sons are not orphaned alone... The Palestinian intifada, the fierce uprising in the fall of 2000 on the West Bank and Gaza, was a particularly powerful motivating event for.. bin Laden... The intifada's power over bin Laden's thinking about the 9/11 raid is underscored by his repeated attempts to push KSM to advance the timing of the crashes. In September of 2000, he urged KSM to tell Atta to attack immediately to respond to the Sharon visit to the holy sites in Jerusalem; Atta told bin Laden he was not ready yet. When bin Laden learned that Sharon, who had become Israel's prime minister in March 2001, was going to visit the White House early that summer, he again pressed Atta to attack immediately. And again Atta demurred, arguing he needed more time to get the plan and the team ready to go.
Last year's blessed intifada helped us to push more for the Palestinian issue. This push helps the other cause. Attacking America helps the cause of Palestine and vice versa. No conflict between the two; on the contrary, one serves the other.

As the aircraft debris went through several stories in the tower, much of the thermal insulation on the core columns would have been scoured off. Under such conditions, the ensuing fire would be sufficient to cause instability and initiate collapse. From an engineering perspective, impact damage to the core structure had a negligible effect on the critical thermal load required to initiate collapse in the core structure.

Even if all of the columns and girders had survived the impact – an unlikely event – the structure would fail as the result of a buckling of the columns. The heat from an ordinary office fire would suffice to soften and weaken the unprotected steel. Evaluation of the effects of the fire on the core column structure, with the insulation removed by the impact, showed that collapse would follow whatever the number of columns cut at the time of the impact.
