El conflicto de Nagorno-Karabaj [f] es un conflicto étnico y territorial entre Armenia y Azerbaiyán por la región de Nagorno-Karabaj , habitada principalmente por armenios étnicos hasta 2023, y siete distritos circundantes , habitados principalmente por azerbaiyanos hasta su expulsión durante la década de 1990. La región de Nagorno-Karabaj fue reclamada en su totalidad y parcialmente controlada por la separatista República de Artsaj , pero fue reconocida internacionalmente como parte de Azerbaiyán. El conflicto se convirtió en una guerra a gran escala a principios de la década de 1990 tras la disolución de la Unión Soviética . La guerra fue ganada por Artsaj y Armenia, y condujo a la ocupación de regiones alrededor de Nagorno-Karabaj de la era soviética. Hubo expulsiones de armenios étnicos de Azerbaiyán y azerbaiyanos étnicos de Armenia y las áreas controladas por Armenia. [65] El alto el fuego que puso fin a la guerra , firmado en 1994 en Bishkek , fue seguido por dos décadas de relativa estabilidad, que se deterioró significativamente en la década de 2010. Una escalada de cuatro días en abril de 2016 resultó en cientos de víctimas, pero solo cambios menores en la línea del frente .
A finales de 2020, la Segunda Guerra de Nagorno-Karabaj a gran escala se saldó con miles de víctimas y una importante victoria azerbaiyana. El 10 de noviembre se estableció un armisticio mediante un acuerdo de alto el fuego tripartito , lo que permitió a Azerbaiyán recuperar todos los territorios ocupados que rodean Nagorno-Karabaj, así como capturar un tercio de la propia Nagorno-Karabaj. [66] Las violaciones del alto el fuego en Nagorno-Karabaj y en la frontera entre Armenia y Azerbaiyán continuaron tras la guerra de 2020. Azerbaiyán comenzó a bloquear Nagorno-Karabaj en diciembre de 2022 y lanzó una ofensiva militar a gran escala en septiembre de 2023 , [67] [68] [69] que dio lugar a un acuerdo de alto el fuego . La mayoría de los armenios étnicos huyeron, [70] y Artsaj se disolvió oficialmente el 1 de enero de 2024. [71] [35]
Tras la desintegración del Imperio ruso , los armenios de Nagorno-Karabaj formaron en 1918 un sistema político no reconocido conocido como el Consejo de Karabaj. Debido a la presión azerbaiyana y británica, el Consejo de Karabaj en agosto de 1919 se vio obligado a reconocer provisionalmente la autoridad de Azerbaiyán , en espera de que la Conferencia de Paz de París determinara las fronteras internacionales de las repúblicas del Cáucaso Sur . [72] Como la conferencia de paz no fue concluyente con respecto a Nagorno-Karabaj, el gobernador general azerbaiyano Khosrov bey Sultanov emitió un ultimátum a los armenios de Karabaj a principios de 1920, estipulando su aceptación de la inclusión permanente en Azerbaiyán. En 1964, los armenios de Nagorno-Karabaj enviaron una carta al líder de la URSS , Nikita Khrushchev , quejándose de la gestión económica de la región por parte de Azerbaiyán. También solicitaron que la NKAO y las regiones adyacentes, donde la población armenia es aproximadamente el 90%, se reincorporaran a la RSS de Armenia o se integraran a la RSFSR . [76] Los intelectuales armenios de Nagorno-Karabaj que escribieron al Kremlin fueron encarcelados, puestos bajo vigilancia u obligados a abandonar Nagorno-Karabaj. Todos habían perdido sus trabajos y fueron expulsados del Partido Comunista. [77]

[79] Thomas De Waal escribe que a mediados de la década de 1980, había aproximadamente 350.000 armenios en Azerbaiyán fuera de Nagorno-Karabaj, y 200.000 azerbaiyanos en Armenia. [80]
En Nagorno-Karabaj se prohibió la enseñanza de la historia armenia. [63] Los armenios de Nagorno-Karabaj fueron perseguidos por elegir asistir a la universidad en Armenia en lugar de Azerbaiyán o por apoyar al club de fútbol FC Ararat Yerevan en lugar de Neftchi Baku . La final de la Liga Superior Soviética de 1973 en la que Ararat Yerevan derrotó al FC Dynamo Kyiv no se emitió en la República Socialista Soviética de Azerbaiyán, y los armenios de Nagorno-Karabaj que escucharon el partido por radio fueron arrestados e interrogados por la KGB . En medio de las reformas de Mijail Gorbachov tras la disolución de la Unión Soviética en 1988-89, se celebró un referéndum de Nagorno-Karabaj en 1988 para transferir la región a la Armenia soviética , citando las leyes de autodeterminación de la constitución soviética. En respuesta, se cometieron una serie de pogromos contra los armenios en todo Azerbaiyán, lo que llevó al inicio de la guerra de Nagorno-Karabaj. [64] El profesor Matt Qvortrup consideró hipócrita que los países de Europa occidental hubieran reconocido con entusiasmo la sucesión de varios estados de Yugoslavia , ignorando las leyes de integridad territorial, pero al mismo tiempo no mostraran el mismo interés por el referéndum de Nagorno-Karabaj, señalando que "la práctica de los referendos de independencia aparentemente debe más al interés nacional que a la adhesión a los principios de la jurisprudencia ". Según Stuart Kaufman, profesor de ciencias políticas y relaciones internacionales, [82] y de Waal, el primer caso de violencia en el conflicto ocurrió en octubre de 1987 cuando un funcionario azerbaiyano "castigó" a la aldea de Chardakhly, poblada por armenios , con una redada por protestar contra el nombramiento de un nuevo director de granja colectiva. [80] Durante la redada, las mujeres, los niños y los ancianos de la aldea fueron golpeados. [83] En su libro de 2003 Black Garden , de Waal especuló que "posiblemente en reacción a tales incidentes", los azerbaiyanos en Armenia (específicamente en los distritos de Ghapan y Meghri ) fueron expulsados de sus hogares en noviembre de 1987 y llegaron a Bakú en dos vagones de carga. [84] Sin embargo, varios académicos y periodistas de investigación armenios han examinado estos supuestos incidentes y han argumentado que, más allá de las afirmaciones hechas por funcionarios azerbaiyanos, no hay pruebas, archivadas o de otro tipo, que corroboren que tales casos de violencia masiva tuvieron lugar, al menos antes de febrero de 1988. La Primera Guerra de Nagorno-Karabaj, también conocida como la Guerra de Liberación de Artsaj en Armenia y Nagorno-Karabaj, fue un conflicto armado que tuvo lugar desde finales de la década de 1980 hasta mayo de 1994, en el enclave de Nagorno-Karabaj en el suroeste de Azerbaiyán, entre la mayoría armenia de Nagorno-Karabaj, respaldada por la República de Armenia, y la República de Azerbaiyán. A medida que avanzaba la guerra, Armenia y Azerbaiyán, entonces ambas ex repúblicas soviéticas , se enredaron en una guerra prolongada y no declarada en las alturas montañosas de Karabaj mientras Azerbaiyán intentaba frenar el movimiento secesionista en Nagorno-Karabaj.
El 20 de febrero de 1988, el parlamento del enclave votó a favor de la unificación con Armenia. [87] La demanda de unificación con Armenia, que se reanudó en 1988, comenzó de manera relativamente pacífica. A medida que se acercaba la disolución de la Unión Soviética, las tensiones gradualmente crecieron hasta convertirse en un conflicto cada vez más violento entre armenios y azerbaiyanos étnicos. Ambos bandos denunciaron limpieza étnica y pogromos llevados a cabo por el otro. [88] [89]
Las circunstancias de la disolución de la Unión Soviética facilitaron un movimiento separatista armenio en el Azerbaiyán soviético. La declaración de secesión de Azerbaiyán fue el resultado final de un conflicto territorial sobre la tierra. [90] Cuando Azerbaiyán declaró su independencia de la Unión Soviética y eliminó los poderes que tenía el gobierno del enclave , la mayoría armenia votó a favor de separarse de Azerbaiyán. El referéndum celebrado en 1991 fue boicoteado por la población azerbaiyana y tuvo una participación electoral del 82,1%, de los cuales el 99,9% votó a favor de la independencia. [66] [72] El referéndum dio como resultado la República no reconocida de Nagorno-Karabaj . [91]
A finales del invierno de 1992 estallaron combates a gran escala. La mediación internacional de varios grupos, incluida la Organización para la Seguridad y la Cooperación en Europa (OSCE), no logró resolver el conflicto. En la primavera de 1993, las fuerzas armenias capturaron territorio fuera del propio enclave, amenazando con catalizar la participación de otros países de la región. [92] Al final de la guerra en 1994, los armenios tenían el control total de la mayor parte del enclave y también tenían y controlan actualmente aproximadamente el 9% del territorio de Azerbaiyán fuera del enclave. [93] Se estima que 353.000 armenios de Azerbaiyán y 500.000 azerbaiyanos de Armenia y Karabaj han sido desplazados como resultado del conflicto. [94] En mayo de 1994 se firmó un alto el fuego mediado por Rusia , lo que dio lugar a una mediación diplomática. [95]
Los enfrentamientos de Mardakert de 2008 comenzaron el 4 de marzo después de las protestas electorales armenias de 2008 , lo que resultó en varias decenas de heridos y muertos, y ambos bandos declararon la victoria. [96] [97] Fueron los combates más duros entre fuerzas étnicas armenias y azerbaiyanas desde el alto el fuego de 1994 después de la Primera Guerra de Nagorno-Karabaj. [96] [97] Tras el incidente, el 14 de marzo la Asamblea General de las Naciones Unidas, mediante una votación registrada de 39 a favor y 7 en contra, adoptó la Resolución 62/243 , exigiendo la retirada inmediata de todas las fuerzas armenias de los territorios ocupados de Azerbaiyán. [98] El enfrentamiento de Nagorno-Karabaj de 2010 fue un intercambio de disparos dispersos que tuvo lugar el 18 de febrero en la línea de contacto que dividía a las fuerzas militares armenias de Azerbaiyán y de Karabaj. Como resultado, tres soldados azerbaiyanos murieron y uno resultó herido. [99] Los enfrentamientos de Mardakert de 2010 fueron los más letales para las fuerzas armenias desde la violencia de 2008. [100] Entre 2008 y 2010, 74 soldados murieron en ambos bandos. [101]
A finales de abril de 2011, los enfrentamientos fronterizos dejaron tres soldados muertos en Nagorno-Karabaj, [102] mientras que el 5 de octubre, dos soldados azerbaiyanos y uno armenio fueron asesinados. [103] En total, durante el año, 10 soldados armenios fueron asesinados. [104] Al año siguiente, continuaron los enfrentamientos fronterizos entre las fuerzas armadas de Armenia y Azerbaiyán desde finales de abril hasta principios de junio. Los enfrentamientos resultaron en la muerte de cinco soldados azerbaiyanos y cuatro armenios. En total, durante 2012, 19 soldados azerbaiyanos y 14 armenios fueron asesinados. [105] Otro informe estima que el número de azerbaiyanos muertos fue de 20. [106] A lo largo de 2013, 12 soldados azerbaiyanos y 7 armenios fueron asesinados en enfrentamientos fronterizos. [105]
En 2014, estallaron varios enfrentamientos fronterizos . [107] [108] Para agosto, 27 soldados azerbaiyanos habían muerto desde principios de año. [109] El 12 de noviembre de 2014, las fuerzas armadas azerbaiyanas derribaron un helicóptero Mil Mi-24 del Ejército de Defensa de Nagorno-Karabaj sobre el distrito de Agdam de Karabaj. [110] Con el accidente, 2014 se convirtió en el año más mortífero para las fuerzas armenias desde el acuerdo de alto el fuego de 1994, con 27 soldados muertos. [111] Seis civiles armenios también murieron en 2014, mientras que a finales de año el número de azerbaiyanos muertos aumentó a 39 (37 soldados y 2 civiles). [106] En 2015, 42 soldados armenios y 5 civiles murieron mientras continuaban los enfrentamientos fronterizos. [112] Además, al menos 64 soldados azerbaiyanos también murieron, según fuentes armenias. [113] [114]
Con el paso de los años, Azerbaiyán se ha ido impacientando con el statu quo. En ese sentido, impulsado por los ingresos extraordinarios del petróleo y el gas, el país se embarcó en una escalada militar. Solo en 2015, Bakú gastó 3.000 millones de dólares en su ejército, más que todo el presupuesto nacional de Armenia. [115]
A principios de 2016 se produjeron los enfrentamientos más graves hasta la guerra de 2020 (el conflicto de Nagorno-Karabaj de 2016 ). Entre el 1 y el 5 de abril de 2016, los intensos combates a lo largo de la línea del frente de Nagorno-Karabaj dejaron 88 soldados armenios y entre 31 y 92 azerbaiyanos muertos. También desaparecieron un soldado armenio y tres azerbaiyanos. Además, también murieron 10 civiles (seis azerbaiyanos y cuatro armenios). [116] [117] Durante los enfrentamientos, un helicóptero militar azerbaiyano y 13 drones no tripulados fueron derribados y un tanque azerbaiyano fue destruido, mientras que Nagorno-Karabaj perdió 14 tanques. En 2018 se produjeron enfrentamientos continuos . [121] Tres voluntarios civiles murieron en una operación de desminado en Nagorno-Karabaj el 29 de marzo de 2018. [122] En 2020 se produjeron varios enfrentamientos, especialmente intensos en julio ( enfrentamientos entre Armenia y Azerbaiyán en julio de 2020 ). [123] [124]
Los combates a gran escala comenzaron en la mañana del 27 de septiembre, con una ofensiva azerbaiyana [125] [126] a lo largo de la línea de contacto establecida tras la primera guerra. Los enfrentamientos fueron particularmente intensos en los distritos menos montañosos del sur de Nagorno-Karabaj. [127] El mismo día, el Parlamento de Azerbaiyán declaró la ley marcial y estableció toques de queda en varias ciudades y regiones tras los enfrentamientos. [128] Turquía proporcionó apoyo militar a Azerbaiyán, aunque el alcance de este apoyo ha sido objeto de controversia. [125] [129]
La guerra estuvo marcada por el despliegue de drones , sensores, artillería pesada de largo alcance [130] y ataques con misiles , así como por la propaganda estatal y el uso de cuentas oficiales de redes sociales en la guerra de información en línea . [131] En particular, el uso generalizado de drones por parte de Azerbaiyán fue visto como crucial para determinar el resultado del conflicto. [132] Numerosos países y las Naciones Unidas condenaron enérgicamente los combates y pidieron a ambas partes que redujeran las tensiones y reanudaran negociaciones significativas. [133] Tres ceses del fuego negociados por Rusia, Francia y los Estados Unidos no lograron detener el conflicto. [134]
Tras la captura de Shusha, la segunda ciudad más grande de Nagorno-Karabaj, se firmó un acuerdo de alto el fuego que puso fin a todas las hostilidades en la zona a partir del 10 de noviembre de 2020. [135] [136] [137] Tras el final de la guerra, un número no confirmado de prisioneros de guerra armenios fueron cautivos en Azerbaiyán, con informes de malos tratos y cargos presentados contra ellos, [138] [139] [140] [141] lo que llevó a un caso en la Corte Internacional de Justicia . Las bajas fueron altas, [143] oficialmente en los pocos miles. [144] Según las cifras oficiales publicadas por los beligerantes, Armenia y Artsaj perdieron 3.825 tropas, [145] con 187 militares desaparecidos en acción , [146] mientras que Azerbaiyán afirmó que 2.906 de sus tropas murieron, con 6 desaparecidos en acción. [147] El Observatorio Sirio de Derechos Humanos informó de la muerte de 541 combatientes o mercenarios sirios que luchaban por Azerbaiyán. [148] Sin embargo, se observó que las partes restaron importancia al número de sus propias bajas y exageraron el número de bajas y heridos enemigos. [149]
El número total de víctimas civiles reportadas en ambos bandos fue de al menos 185; el paradero de 21 civiles armenios sigue siendo desconocido. Las zonas civiles, incluidas las ciudades principales, fueron atacadas, en particular Stepanakert , Martuni , Martakert y Shushi en la República de Artsaj y Ganja , Barda y Tartar en Azerbaiyán, y muchos edificios y viviendas fueron destruidos. Tras el final de la Segunda Guerra de Nagorno-Karabaj, Azerbaiyán ha realizado numerosas incursiones en territorio armenio [164] y ha violado regularmente el acuerdo de alto el fuego, provocando combates transfronterizos con Armenia. [165] [166] [167] [168] Para fortalecer la frontera contra las incursiones militares de Azerbaiyán, Armenia asignó áreas de defensa adicionales a los guardias fronterizos del Servicio Federal de Seguridad de Rusia . La crisis se agravó en julio de 2021, con enfrentamientos en la frontera entre Armenia y Najicheván , y en noviembre de 2021 en la zona de Gegharkunik- Kalbajar . [166] En agosto de 2021, las fuerzas azerbaiyanas bloquearon el sur de Armenia (Syunik) cerrando la principal carretera norte-sur, lo que interrumpió todo el tránsito internacional con Irán y obligó a Armenia a desarrollar carreteras alternativas. Armenia ha solicitado sin éxito que la Organización del Tratado de Seguridad Colectiva (OTSC) y Rusia intervengan de forma independiente debido a las incursiones militares de Azerbaiyán en mayo de 2021 y septiembre de 2022. La OTSC y Rusia se negaron a brindar asistencia en ambas ocasiones. [195] [196]
El 12 de diciembre de 2022, bajo el pretexto de "protestas ambientales", Azerbaiyán lanzó un bloqueo ilegal de Nagorno-Karabaj. Del 26 de marzo al 30 de septiembre de 2023, el gobierno azerbaiyano consolidó su bloqueo: tomó territorio estratégico alrededor del corredor de Lachin tanto en Artsaj como en Armenia , instaló un puesto militar que bloqueaba una carretera de tierra de circunvalación que proporcionaba alivio, bloqueó la sección antigua del corredor de Lachin e instaló un puesto de control en la nueva sección. El bloqueo tuvo graves consecuencias para la población: se bloqueó la importación de alimentos, combustible y medicinas, y los 120.000 habitantes de la región quedaron atrapados, lo que creó una crisis humanitaria. Durante el bloqueo, Azerbaiyán ha dañado o cortado deliberadamente varias infraestructuras civiles críticas que abastecían a Artsaj, incluidos gas, electricidad e Internet. El 19 de septiembre de 2023, Azerbaiyán lanzó una ofensiva militar en Nagorno-Karabaj. [258] [259] [68] [260] [261] Un día después de que comenzara la ofensiva, el 20 de septiembre, se llegó a un acuerdo para establecer un cese completo de las hostilidades en Nagorno-Karabaj con la mediación del comando de mantenimiento de la paz ruso en Nagorno-Karabaj. [262] [263] Azerbaiyán celebró una reunión con representantes de la comunidad armenia de Artsaj el 21 de septiembre en Yevlakh y otra reunión tuvo lugar el mes siguiente. [264] [265] No obstante, tanto los residentes de Artsaj como los residentes locales de Stepanakert informaron de violaciones del alto el fuego por parte de Azerbaiyán el 21 de septiembre. [266] [267]
Se estima que entre 1988 y 1994 fueron asesinadas entre 28.000 y 38.000 personas. [269]
Se informó de que las bajas militares armenias oscilaron entre 5.856 [270] y 6.000 [268] , mientras que también murieron 1.264 civiles armenios. [270] Otros 196 soldados armenios [270] y 400 civiles estaban desaparecidos. Aunque no existen cifras precisas de víctimas, entre 1994 y 2009, según la mayoría de los observadores, murieron hasta 3.000 personas, en su mayoría soldados. Azerbaiyán afirmó que 398 de sus soldados y 31 civiles murieron entre 1994 y septiembre de 2020, justo antes del inicio del conflicto de 2020. Entre enero y septiembre de 2020, 16 soldados azerbaiyanos [293] y 8 armenios [294] , así como un civil azerbaiyano, murieron en enfrentamientos esporádicos [295] . El 27 de septiembre de 2020, estalló una nueva guerra a gran escala que duró hasta el 10 de noviembre. En 2021, doce civiles azerbaiyanos [309] y dos soldados murieron por explosiones de minas terrestres. [310] [311] [312] Diecisiete soldados armenios [313] y diez azerbaiyanos también murieron en tiroteos en la zona fronteriza, [314] [315] [316] [317] mientras que 38 soldados armenios fueron capturados. En 2022, tres soldados armenios murieron y 14 resultaron heridos en un ataque con drones azerbaiyanos en Nagorno-Karabaj el 25 de marzo. [322]
Rusia es oficialmente neutral y ha tratado de desempeñar el papel de mediador. [323] [324] [325] En sus declaraciones oficiales, Rusia pide una solución pacífica y moderación durante las escaramuzas. [326] El periodista británico Thomas de Waal ha argumentado que existe una narrativa azerbaiyana de que Rusia ha "apoyado constantemente al lado armenio". Según de Waal, Rusia "ha apoyado más al lado armenio", pero ha habido varios "diferentes actores rusos en diferentes momentos apoyando a ambos lados en este conflicto". Sostiene que el presidente Boris Yeltsin no "quería ver al lado armenio derrotado, pero tampoco quería suministrarles demasiadas armas". Turquía es ampliamente considerada como el principal partidario de Azerbaiyán en el conflicto. [347] [348] [349] Svante Cornell escribió en 1998 que Turquía es el "único país que constantemente expresó su apoyo a Azerbaiyán". [350] Proporcionó a Azerbaiyán "ayuda militar activa" durante la guerra. [351] Turquía también apoya a Azerbaiyán diplomáticamente. [352] [353] Las fuerzas armadas turcas y azerbaiyanas cooperan ampliamente [354] y realizan ejercicios militares regularmente . [355] [356] Azerbaiyán también ha comprado armas a Turquía. [357]
Turquía cerró su frontera con Armenia en abril de 1993 después de que las fuerzas armenias capturaron Kalbajar . [358] Antes de eso, la frontera solo estaba abierta "a pedido y solo para transferir la ayuda humanitaria (principalmente entrega de trigo) a Armenia y para el funcionamiento del tren semanal Kars-Gyumri, que había estado cruzando la frontera turco-armenia desde los días de la Unión Soviética". [359] Turquía se ha negado repetidamente a normalizar y establecer relaciones diplomáticas con Armenia en solidaridad con Azerbaiyán por Karabaj. Irán es oficialmente neutral y ha tratado de desempeñar el papel de mediador, [366] más notablemente en 1992. [368] Al mismo tiempo, los funcionarios iraníes han reafirmado repetidamente su apoyo a la integridad territorial de Azerbaiyán. [h] El viceministro de Asuntos Exteriores, Abbas Araghchi, declaró en 2020 que "Si bien respeta la integridad territorial de la República de Azerbaiyán, Irán se opone fundamentalmente a cualquier medida que alimente el conflicto entre los dos países vecinos de la República de Azerbaiyán y Armenia". En 2013, Mohsen Rezaee , quien fue comandante del Cuerpo de la Guardia Revolucionaria Islámica (CGRI) durante la guerra, afirmó que "emitió personalmente una orden [...] para que el ejército de la República de Azerbaiyán estuviera equipado adecuadamente y recibiera el entrenamiento necesario". Rezaee agregó que "muchos iraníes murieron en la Guerra de Karabaj. Además de los heridos, que fueron transportados a [Irán], muchos de los mártires iraníes de la Guerra de Karabaj están enterrados en Bakú". En 2000, Thomas Ambrosio sugirió que Estados Unidos "apoyaba la integridad territorial de Azerbaiyán, pero aplicaba políticas que efectivamente apoyaban las políticas irredentistas de Armenia". [391] En 1998, Sergo Mikoyan sostuvo que la respuesta estadounidense al conflicto había sido "inconsistente, impulsada en diferentes direcciones por los poderes legislativo y ejecutivo". La posición pro-armenia del Congreso se expresó al aprobar la Sección 907 de la Ley de Apoyo a la Libertad en 1992, que prohibía cualquier asistencia a Azerbaiyán. Fue enmendada efectivamente por el Senado en 2001 y suspendida por el presidente George W. Bush a partir de 2002. [395] Estados Unidos proporciona ayuda militar a ambos países. Entre 2005 y 2016, Azerbaiyán recibió $8,5 millones para asistencia antinarcóticos y $11,5 millones para ayuda antiterrorista. En el mismo período, Armenia recibió solo $41.000 para asistencia antinarcóticos y nada para ayuda antiterrorista. Según Emil Sanamyan, la ayuda estadounidense se ofrece principalmente "en el contexto de la política estadounidense de aumentar la presión sobre Irán y se centra en la frontera iraní de Azerbaiyán, pero también tiene implicaciones para Armenia". Estados Unidos también ha proporcionado ayuda humanitaria a Artsaj (unos 36 millones de dólares entre 1998 y 2010), [398] incluso para desminado . [399] La ayuda humanitaria ha sido criticada por Azerbaiyán por legitimar el "régimen ilegal en las tierras ocupadas y dañar la reputación de Estados Unidos como mediador neutral". [400]
En 1992, la OSCE "solicitó a sus estados participantes que impusieran un embargo sobre el suministro de armas a las fuerzas que participaban en combate en la zona de Nagorno-Karabaj". Sin embargo, se trata de un "embargo de armas multilateral voluntario, y varios estados participantes de la OSCE han suministrado armas a Armenia y Azerbaiyán desde 1992". [401] La Resolución 85 del Consejo de Seguridad de la ONU , aprobada en julio de 1993, instó a los estados a "abstenerse del suministro de cualquier arma o munición que pudiera conducir a una intensificación del conflicto o a la ocupación continua de territorio". Rusia ha sido durante mucho tiempo el principal proveedor de armas de Armenia. Varios grupos extranjeros lucharon en ambos bandos durante el intenso período de combates de 1992-1994. Según Human Rights Watch (HRW), ambos bandos utilizaron mercenarios durante la guerra, concretamente "mercenarios rusos, ucranianos y bielorrusos o unidades rebeldes del ejército soviético/ruso han luchado en ambos bandos". Azerbaiyán hizo un uso extensivo de pilotos mercenarios. Según HRW, "la mayoría de los observadores informados creen que los mercenarios pilotean la mayor parte de la fuerza aérea de Azerbaiyán". [427]
Varios grupos extranjeros lucharon en el lado azerbaiyano: militantes chechenos, muyahidines afganos, [428] miembros de los nacionalistas turcos Lobos Grises, [429] y el nacionalista ucraniano y neofascista UNA-UNSO . [430] Los combatientes chechenos en Karabaj fueron liderados por Shamil Basayev , quien más tarde se convirtió en primer ministro de Ichkeria (Chechenia), y Salman Raduyev . [431] Basayev participó famosamente en la batalla de Shusha en 1992. [431] [432] Ibn al-Khattab, nacido en Arabia Saudita, también puede haberse unido a ellos. Unos 85 cosacos rusos de Kuban y alrededor de 30 voluntarios osetios lucharon en el lado armenio. Durante la guerra, Grecia adoptó una posición pro-Armenia [453] y la apoyó en foros internacionales. [454] [379] Durante los enfrentamientos de abril de 2016 y julio de 2020, Chipre condenó a Azerbaiyán por violar el alto el fuego. [455] [456]
En 1993, el presidente armenio , Levon Ter-Petrosyan, habría dicho al embajador griego que Francia y Rusia eran los únicos aliados de Armenia en ese momento. [457] Según un cable del Departamento de Estado de Estados Unidos publicado en 2020, el embajador francés ante la ONU, Jean-Bernard Mérimée , logró cambiar la redacción de la Resolución 822 del Consejo de Seguridad de las Naciones Unidas para indicar que fueron "fuerzas armenias locales", no "fuerzas armenias" las que ocuparon Kalbajar. Azerbaiyán ha recibido apoyo diplomático explícito en el conflicto de varios países y organizaciones internacionales. Los partidarios diplomáticos más fuertes de Azerbaiyán son Turquía y Pakistán, [459] [460] que es el único estado miembro de la ONU que no ha reconocido la independencia de Armenia en apoyo a Azerbaiyán. [461] Chipre del Norte (Chipre Turco) , que cuenta con el respaldo de Turquía y no es reconocido, también apoya a Azerbaiyán. [462] La Organización para la Cooperación Islámica (OCI) [463] y el Consejo Turco [464] han apoyado repetidamente la posición de Azerbaiyán. Otros dos estados postsoviéticos, Kazajstán [475] y Bielorrusia [476], apoyan tácitamente la posición de Azerbaiyán, especialmente dentro de la Unión Económica Euroasiática (UEE) y la OTSC, a pesar de su alianza nominal con Armenia. [477]
Tanto Palestina [478] como Israel [479] [480] han expresado su apoyo a Azerbaiyán.
El 14 de marzo de 2008, la Asamblea General de las Naciones Unidas adoptó una resolución que "reafirmó la integridad territorial de Azerbaiyán, expresando apoyo a las fronteras internacionalmente reconocidas de ese país y exigiendo la retirada inmediata de todas las fuerzas armenias de todos los territorios ocupados allí". Fue adoptada por una votación de 39 a favor y 7 en contra, mientras que la mayoría de los países se abstuvieron o estuvieron ausentes. Fue respaldada principalmente por estados musulmanes [481] [482] (31 eran miembros de la OCI ). [l] Los estados no musulmanes que apoyaron la resolución incluyeron tres estados postsoviéticos: Georgia, Moldavia, Ucrania y otras cinco naciones: Camboya, Colombia, Myanmar, Serbia y Tuvalu. Por lo tanto, fue apoyada por siete miembros de la OSCE; [m] un miembro de la OTAN (Turquía) y ningún estado miembro de la UE. [483]
Angola , Armenia, Francia , India , Rusia, Estados Unidos y Vanuatu se opusieron a la resolución . Of all the documents I have seen, there is no direct evidence of Stalin doing or saying something in those 12 days in the summer of 1921 that [resulted in this decision on Karabakh]. A lot of people just assume that since Stalin was an evil person, it would be typical of someone evil to take a decision like that.
In 1923, within the territorial borders of Azerbaijan, Mountainous Karabakh was given autonomy, and the regions of Shamkhar, Khanlar, Dashkesan and Shahumian, where the Armenian population is predominant (approximately 90 per cent), were directly incorporated into the Azerbaijan SSR. Thus, the Armenians of Karabagh were cut off from the Armenian SSR and Mountainous Karabakh Autonomous Republic failed to include all Armenian regions. The rights of the autonomous region were gradually curtailed and presently are almost entirely abrogated. The Armenian population of the Azerbaijani SSR has been subjected to chauvinistic policies creating extremely unfavorable conditions of life.

Since the end of the Second Nagorno Karabakh War, Azerbaijan has regularly violated the ceasefire agreement, provoking firefights with Armenia along the border.
This is now the second time ever that Moscow has accused Azerbaijan of violating the ceasefire, after it called out Baku for its actions on 26 March.
'Whatever will happen there, the border will be where we say it should be. They [the Armenians] know that we can do it. No one will help them, not the retired French policemen from Europe, not others, not anyone else', said Aliyev, apparently referring to the EU Monitoring Mission in Armenia.

Azerbaijan has now occupied roughly 50 square kilometres of Armenian territory since the 2020 conflict.
On 18 March, Azerbaijan's President Ilham Aliyev declared that 'Armenia must accept our conditions' if Armenians wish to 'live comfortably on an area of 29,000 square kilometers.'
Aliyev said on Sunday that apart from recognizing Azerbaijani sovereignty over Karabakh Yerevan must also meet a number of other conditions set by Azerbaijan. That includes delimiting the Armenian-Azerbaijani border on Baku's terms and opening a corridor to the Nakhichevan exclave, he said. 'They must not forget that Armenian villages are visible from here,' he added during a visit to the border town of Lachin.
We are implementing the Zangezur Corridor, whether Armenia wants it or not. If Armenia wants it, then the issue will be resolved easier, if it does not want it, we will decide it by force.
It is enough to look at the continuous pattern of diverse threats, ranging from military to economic, made by the Aliyev regime to understand who the aggressor is and what the goals are. For example, Aliyev recently threatened full-scale war with Armenia if the country tries to pursue any international discussions or negotiations about the status of Nagorno-Karabakh and the thousands of Armenians who still live in their indigenous lands under the protection of the Russian peacekeeping force.
At midnight on Tuesday Azerbaijan launched the largest attack on the Republic of Armenia (unrelated to the line of contact of Nagorno Karabakh) in the entire history of the conflict between these two countries.
The September clashes were the most serious armed incident between Armenia and Azerbaijan since the 2020 Karabakh war...however, this time the clashes took place along their shared southern border (not the contested region).
It is the first time that Azerbaijan has struck targets in large numbers inside Armenian territory; most fighting between the two sides has previously taken place in and around Nagorno-Karabakh, internationally recognized as Azerbaijani territory.

Unrecognised, undemarcated or otherwise contested borderlines are used as instruments by Russian and Azerbaijani forces, respectively, to destabilise, create 'new realities', and enforce concessions. Everyday livelihoods in the conflict zones are violently disrupted as a result: villagers can no longer safely access farmlands, schools, water resources, relatives or religious sites.
Azeri soldiers routinely fire on Armenian farmers as they tend to their crops, disrupting their daily lives.
All along Armenia's newly militarized eastern border, fearful villagers have stopped using some land that they had previously employed for cultivation or pasture. Incidents of shooting and cattle rustling have become common over the past two years, some resolved through Russian mediation, some not.
Armenian civilians of Nagorno Karabakh and surrounding regions along the Armenian-Azerbaijani border are threatened by Azerbaijan's military and face violence if they try to leave Armenian territory within disputed areas.
For the Armenians who live in the border regions, the effects have been manifold. They have lost access to farmland or pastures they used to use; many have sold, slaughtered, or relocated livestock as a result. Some human residents have moved away, as well, fearing for the future here.

[Azerbaijan] launched a major incursion into the Republic of Armenia in 2022, and in early 2023 it [Azerbaijan] further isolated the ethnic Armenians who remained in Nagorno-Karabakh by blocking a crucial road link under the guise of "environmental protests".
The so-called "environmentalists" who have blocked the Lachin corridor have shown themselves to be little interested in environmentalism. They chant "Karabakh is Azerbaijan" and carry signs supporting Aliyev and the Azerbaijani military....This is all a far cry from what one would see at an environmental protest.
Tom de Waal, a senior fellow at Carnegie Europe and author of several books about the conflict, has claimed that the environmental protestors are akin to the "Little Green Men" used by Russia to occupy Crimea in 2014 while denying it was invading.
Although this venture is being spearheaded by alleged environmental activists demanding permission to monitor Karabakh's rare metal deposits...it would be impossible to carry out such an action in Azerbaijan without the cooperation of the authorities.
The European Parliament adopted the Implementation of the common foreign and security policy – annual report 2022 resolution on January 18. The plenary session also adopted an amendment, saying the European parliament "strongly denounces Azerbaijan's illegal blockade of the Lachin corridor, in violation of the trilateral statement of 9 November 2020, as it threatens to precipitate an intentional humanitarian crisis for the people of NagornoKarabakh; demands that the Azerbaijani authorities restore freedom of movement through the Lachin corridor with immediate effect."
Azerbaijan did not allow relief supplies to and medical evacuations from Nagorno-Karabakh [Artsakh] for the second consecutive day on Friday, aggravating a humanitarian crisis in the Armenian-populated region effectively cut off from the outside world since December [2022].

The report shows that they are clearly 'representatives of Azerbaijani non-governmental organizations, which are directly and exclusively financed by the Azerbaijani government, or the Heydar Aliyev Foundation headed by the first vice president and first lady of Azerbaijan. Furthermore, evidence has been registered that representatives of the Azerbaijani special services are also amongst the alleged "environmental activists" who are currently blocking the only lifeline' for Nagorno-Karabakh.
The "activists" who have been keeping Karabakh under blockade for three consecutive days now have "interesting" identities, but not for any environmental protection activities. In fact, they represent organizations that have very clear connections with the Azerbaijani government and are financed, at least in part, by the state.

The U.S., Russia, and France had opposed a similar resolution which Baku managed to push through the UN assembly in March 2008. It was backed by 39 countries, most of them Islamic.
As a result, on March 14, 2008, it was mainly the Muslim nations that supported Azerbaijan's resolution on the Karabakh conflict at the UN General Assembly.

As a result of the 2020 war, however, Azerbaijan received all territories around Soviet-era Nagorno Karabakh that were occupied by Armenian forces during the first Karabakh war, plus the two regions of Nagorno Karabakh proper: Shushi/Shusha and Hadrut.
The Armenian side also lost territories within the former NKAO, namely the district of Hadrut and the strategic town of Shusha/Shushi, areas that were not even considered for handover to Azerbaijan during the long years of diplomatic negotiations between the two wars.
The new agreement allows Azerbaijan to keep the territory it took by force, including Shusha and Hadrut, within the historic boundaries of Nagorno-Karabakh. The Republic of Nagorno-Karabakh is one of four frozen conflicts that emerged after the collapse of the Soviet Union. Legally recognized as a part of Azerbaijan, it declared independence in 1991 and then defended that independence in a war with Azerbaijan that lasted until 1994. While it enjoys no international recognition of sovereignty, Nagorno-Karabakh has been de facto independent since its declaration and has been supported militarily and economically by neighboring Armenia.
At the end of 1991 the parties were in stark confrontation after Azerbaijan abolished Nagorno-Karabakh's autonomous status and the latter declared independence after the plebiscite-referendum of 10 December 1991.
For nearly 30 years, they built a self-proclaimed independent republic with democratic elections, a free press, and a range of public institutions. Officially, it remained within the territorial boundaries of Azerbaijan, unrecognized by any foreign country, though international mediators made reference to the right of self-determination for local Armenians as part of ongoing peace talks.
The Lemkin Institute believes that, given the circumstances, the self-determination of the people of Artsakh is a form of genocide prevention in addition to a right recognized by the Charter of the United Nations and several human rights treaties and declarations, which has become part of international jus cogens. Self-determination is further a recognized right of all peoples under oppressive colonial regimes.
President Aliyev told Nagorno-Karabakh Armenians to 'obey the laws of Azerbaijan [and] be a loyal and normal citizen of Azerbaijan'. He threatened that if the territory's separatist institutions were not dissolved, Azerbaijan would dissolve them by force and rejected the prospect of international protections for ethnic Armenians.
