El sitio del World Trade Center , a menudo denominado " Zona Cero " o " la Pila " inmediatamente después de los ataques del 11 de septiembre , es un área de 14,6 acres (5,9 ha) en el Bajo Manhattan en la ciudad de Nueva York . [1] [2] El sitio está delimitado por Vesey Street al norte, West Side Highway al oeste, Liberty Street al sur y Church Street al este. La Autoridad Portuaria, Silverstein Properties y la Corporación de Desarrollo del Bajo Manhattan (LMDC) han supervisado la reconstrucción del sitio como parte del nuevo World Trade Center , siguiendo un plan maestro de Studio Daniel Libeskind . La parte occidental del sitio del World Trade Center estaba originalmente bajo el río Hudson, con la costa en las cercanías de Greenwich Street. En esta costa cerca de la intersección de Greenwich Street y la antigua Dey Street, el barco del explorador holandés Adriaen Block , el Tyger , se quemó hasta la línea de flotación en noviembre de 1613, dejando varados a Block y su tripulación y obligándolos a pasar el invierno en la isla. En el momento de su finalización, las "Torres Gemelas" (el original World Trade Center 1 (la Torre Norte), de 417 m (1368 pies) y el World Trade Center 2 (la Torre Sur)) eran los edificios más altos del mundo. Los otros edificios del complejo incluían el Marriott World Trade Center (3 WTC), el 4 WTC , el 5 WTC , el 6 WTC y el 7 WTC . Todos estos edificios se construyeron entre 1972 y 1987, con un coste de construcción de 400 millones de dólares (equivalentes a 3.000.000.000 de dólares en dólares de 2023). El World Trade Center sufrió un incendio el 13 de febrero de 1975, un bombardeo el 26 de febrero de 1993 y un robo el 14 de enero de 1998. En 1998, la Autoridad Portuaria decidió privatizar el World Trade Center, arrendando los edificios a una empresa privada para que los administrara, y adjudicó el arrendamiento a Silverstein Properties el 24 de julio de 2001 .
En la mañana del 11 de septiembre de 2001, terroristas islamistas afiliados a Al Qaeda secuestraron el vuelo 11 de American Airlines y el vuelo 175 de United Airlines , ambos en ruta de Boston a Los Ángeles , y los estrellaron intencionalmente contra las dos torres principales del World Trade Center. Las torres se derrumbaron en menos de dos horas después de las colisiones. [10] 2.606 personas, incluidos 2.192 civiles, 343 bomberos y 71 agentes de la ley que estaban en las torres y en el área circundante murieron en los ataques, así como 147 civiles y los 10 secuestradores a bordo de los dos aviones de pasajeros. Después del colapso del World Trade Center, los trabajadores del hospital y los agentes de la ley comenzaron a referirse al sitio del World Trade Center como " Zona Cero ". [11]
El derrumbe de las torres esparció polvo por toda la ciudad de Nueva York y dejó cientos de miles de toneladas de escombros en el lugar. [12] Para organizar la limpieza y la búsqueda de sobrevivientes y restos humanos, el Departamento de Bomberos de la Ciudad de Nueva York dividió el lugar del desastre en cuatro sectores, cada uno dirigido por su propio jefe. [13] Los trabajadores de limpieza transportaron en camiones la mayoría de los materiales de construcción y escombros desde la Zona Cero hasta el vertedero Fresh Kills en Staten Island . Algunas personas, como las afiliadas a World Trade Center Families for Proper Burial, estaban preocupadas de que los restos humanos también pudieran haber sido transportados inadvertidamente al vertedero. Según el NIST, cuando se derrumbó el WTC 1 (la Torre Norte), los escombros que cayeron golpearon el World Trade Center 7 y provocaron incendios en varios pisos. Los incendios incontrolados finalmente llevaron al colapso progresivo de la estructura. [15]
Poco después de los ataques, los edificios circundantes fueron cubiertos con malla roja para evitar más daños. En noviembre de 2001, las partes restantes del Edificio 4 fueron demolidas.
En diciembre de 2001, se abrió al público una plataforma de observación temporal en Fulton Street, entre Church Street y Broadway. [16] Ese mes, se retiraron las últimas columnas perimetrales en pie de la Torre Norte y las últimas partes restantes del Edificio 6. Las primeras estimaciones indicaban que la eliminación de escombros llevaría un año, pero la limpieza finalizó en mayo de 2002, por debajo del presupuesto y sin un solo herido grave. [17] [18] El Atrio del Jardín de Invierno se reabrió al público el 17 de septiembre de 2002, la primera estructura importante en ser completamente restaurada después de los ataques. [19]
A partir del 11 de marzo de 2002, se instalaron ochenta y ocho reflectores que se dispusieron para formar dos haces de luz que se disparaban directamente hacia el cielo. Esto se llamó el Tributo de Luz y originalmente se encendió todos los días al anochecer hasta el 14 de abril de 2002. Después de eso, las luces se encendieron en el segundo aniversario del ataque y han estado encendidas en cada 11 de septiembre desde entonces. [20] En febrero de 2005, la oficina del médico forense de la ciudad de Nueva York terminó su proceso de identificación de restos humanos en el lugar. [14]
En agosto de 2008, los bomberos de la ciudad de Nueva York donaron una cruz hecha de acero del World Trade Center a la Compañía de Bomberos Voluntarios de Shanksville. [21] La viga, montada sobre una plataforma con forma del Pentágono, fue erigida fuera del parque de bomberos de Shanksville , cerca del lugar del accidente del vuelo 93 de United Airlines . [22]
Algunas partes de la Torre Sur también dañaron el cercano edificio del Deutsche Bank , que pronto se llenó de polvo tóxico. En 2002, el Deutsche Bank determinó que su edificio era insalvable y programó su demolición. [23] En enero de 2011, se completó la demolición del edificio del Deutsche Bank. [24]
En julio de 2010, un equipo de arqueólogos descubrió en el lugar los restos de un barco de 9,8 m (32 pies) de largo y más de 200 años de antigüedad; probablemente fue construido en el siglo XVIII y arrojado allí junto con vigas de madera y basura alrededor de 1810 para completar el terreno. [25] El barco había sido lastrado para que se hundiera como parte de los cimientos de un nuevo muelle . Se han tomado muestras de su madera para dendrocronología .
Aunque a menudo se identifica a la PANYNJ como propietaria del sitio del WTC, la situación de la propiedad se complicó después de los ataques del 11 de septiembre. La Autoridad Portuaria sí poseía una parte interna "significativa" del sitio de 16 acres (6,5 ha), pero ha reconocido "ambigüedades sobre la propiedad de diversas franjas de propiedad en el sitio del World Trade Center" que se remontan a la década de 1960. No estaba claro quién era el propietario de 2,5 acres (1,0 ha) del sitio, que es tierra donde habían estado las calles antes de que se construyera el World Trade Center. En un discurso posterior ante el Congreso , el presidente declaró: "Como símbolo de la determinación de Estados Unidos, mi administración trabajará con el Congreso y estos dos líderes para mostrarle al mundo que reconstruiremos la ciudad de Nueva York". [29] La respuesta inmediata del arrendatario del World Trade Center, Larry Silverstein, fue que "sería la tragedia de las tragedias no reconstruir esta parte de Nueva York. Daría a los terroristas la victoria que buscan". [30] Sin embargo, en 2011, solo se había reconstruido un edificio, el 7 World Trade Center . Los edificios que se han reconstruido hasta junio de 2018 incluyen el 7 World Trade Center, el One World Trade Center , el 4 World Trade Center y el 3 World Trade Center . Las torres gemelas originales tardaron menos de tres años desde el inicio de la construcción en estar terminadas y cinco años desde las etapas iniciales de planificación. El gobernador Pataki estableció la Corporación de Desarrollo del Bajo Manhattan (LMDC) en noviembre de 2001, como una comisión oficial para supervisar el proceso de reconstrucción. [32] La LMDC coordina la asistencia federal en el proceso de reconstrucción y trabaja con PANYNJ, Larry Silverstein y Studio Daniel Libeskind , el arquitecto del plan maestro para el rediseño del sitio. La corporación también maneja la comunicación con la comunidad local, las empresas, la ciudad de Nueva York y los familiares de las víctimas de los ataques del 11 de septiembre. [33] Una junta directiva de 16 miembros, la mitad designados por el gobernador y la otra mitad por el alcalde de Nueva York, gobierna la LMDC. [34]
La LMDC tenía un estatus legal cuestionable en relación con la restauración del sitio del World Trade Center, porque la Autoridad Portuaria es dueña de la mayor parte de la propiedad y Larry Silverstein alquiló el espacio de oficinas del World Trade Center en julio de 2001. Pero la LMDC, en una articulación de sus principios de acción en abril de 2002, afirmó su papel en la revitalización del bajo Manhattan. [35]
En los meses posteriores a los ataques, arquitectos y expertos en planificación urbana celebraron reuniones y foros para discutir ideas para reconstruir el sitio. [36] En enero de 2002, el comerciante de arte de la ciudad de Nueva York Max Protetch solicitó 50 conceptos y representaciones de artistas y arquitectos, que se exhibieron en su galería de arte de Chelsea . [37]
En abril de 2002, la LMDC envió solicitudes de propuestas para rediseñar el sitio del World Trade Center a 24 firmas de arquitectura de Manhattan, pero pronto las retiró. El mes siguiente, la LMDC seleccionó a Beyer Blinder Belle como planificador para el rediseño del sitio del World Trade Center. [38]
El 16 de julio de 2002, Beyer Blinder Belle dio a conocer seis conceptos para rediseñar el sitio del World Trade Center. [39] Los seis diseños fueron votados como "malos" por los aproximadamente 5.000 neoyorquinos que enviaron comentarios, por lo que el LDMC anunció un nuevo estudio de diseño abierto e internacional. [40]
En un comunicado de prensa de agosto de 2002, la LMDC anunció un estudio de diseño para el sitio del World Trade Center. [41] El mes siguiente, la LMDC, junto con New York New Visions (una coalición de 21 organizaciones de arquitectura, ingeniería, planificación, arquitectura paisajística y diseño) anunció siete semifinalistas. Las siguientes siete firmas de arquitectura fueron invitadas a competir para ser el arquitecto del plan maestro para el World Trade Center:
Peterson Littenberg, una pequeña firma de arquitectura de Nueva York, había sido contratada por la LMDC a principios de ese verano como consultor y fue invitada a participar como séptima semifinalista. [42]
Los siete semifinalistas presentaron sus propuestas al público el 18 de diciembre de 2002 en el Winter Garden del World Financial Center . En las semanas siguientes, Skidmore, Owings & Merrill retiró su propuesta del concurso. [43]
Días antes del anuncio de los dos finalistas en febrero de 2003, Larry Silverstein escribió al presidente de la LMDC, John Whitehead, para expresar su desaprobación de todos los diseños de los semifinalistas. Como beneficiario del dinero del seguro de las Torres Gemelas, Silverstein afirmó que tenía el derecho exclusivo de decidir lo que se construiría. Anunció que ya había elegido a Skidmore, Owings & Merrill como su planificador maestro para el sitio. [44]
El 1 de febrero de 2003, la LMDC seleccionó a dos finalistas, el equipo THINK y el Studio Daniel Libeskind, y planeó elegir un solo ganador para fines de mes. Rafael Viñoly del equipo THINK y el Studio Daniel Libeskind presentaron sus diseños a la LMDC, que seleccionó el diseño THINK. [44] El 27 de febrero de 2003, el Studio Daniel Libeskind ganó oficialmente el concurso para ser el planificador maestro del rediseño del World Trade Center.
La propuesta original de Libeskind, titulada Memory Foundations (Fundamentos de la memoria) , fue sometida a extensas revisiones durante la colaboración con Larry Silverstein y Skidmore, Owings & Merrill, a quien Silverstein contrató. [45] Aunque Libeskind diseñó el sitio, los edificios individuales fueron diseñados por diferentes arquitectos. Si bien no todas las ideas de Liebeskind se incorporaron al diseño final, su diseño y el apoyo público que obtuvo solidificaron el principio de que las huellas originales de las Torres Gemelas deberían convertirse en un monumento y no usarse con fines comerciales. Un episodio de 60 Minutes de la CBS en 2010 se centró en la falta de progreso en la Zona Cero, en particular en la falta de fechas de finalización para la mayoría de los edificios, la torre principal, el One World Trade Center (anteriormente conocido como la Torre de la Libertad) que había pasado por tres diseños diferentes, y los retrasos y gastos monetarios involucrados. El inversor Larry Silverstein dijo que la fecha estimada de finalización de la Autoridad Portuaria para todo el sitio era 2037, y que ya se habían gastado miles de millones de dólares en el proyecto, a pesar de que la Zona Cero "sigue siendo un agujero en el suelo". El One World Trade Center (anteriormente denominado "Freedom Tower" por el gobernador Pataki) es la pieza central del diseño de Libeskind. El arquitecto danés Bjarke Ingels diseñó el Two World Trade Center , también conocido como 200 Greenwich Street. Los jardines del edificio integran Tribeca con el Distrito Financiero en el World Trade Center. [63] [64] Como parte de un acuerdo de arrendamiento de 2010 para financiar el 4 WTC, había planes para construir el 2 y el 3 World Trade Center hasta el nivel del suelo. Richard Rogers Partnership diseñó el Three World Trade Center , o 175 Greenwich Street, que se encuentra frente a los dos estanques reflectantes del Memorial. Maki and Associates diseñó Four World Trade Center , también conocido como 150 Greenwich Street. [76] [77] La construcción comenzó en 2008, y el esqueleto de acero estuvo casi completo en 2012. [78] El edificio se inauguró en noviembre de 2013, lo que lo convierte en la segunda torre en el sitio en abrirse detrás de 7 World Trade Center, así como el primer edificio en la propiedad de la Autoridad Portuaria. [79] Los primeros inquilinos en mudarse fueron dos agencias gubernamentales, [80] y a julio de 2015 [update], el edificio está alquilado en un 62%. [81]
El Five World Trade Center fue diseñado por Kohn Pedersen Fox y se construirá en el mismo lugar donde se encontraba el Deutsche Bank Building . El 22 de junio de 2007, la Autoridad Portuaria anunció que JP Morgan Chase alquilaría el edificio de 42 pisos para su sede de banca de inversión; [82] [83] Sin embargo, la adquisición de Bear Stearns por parte de JPMorgan en marzo de 2008 había provocado que la construcción se estancara, ya que la empresa cambió sus planes y trasladó su sede al 383 de Madison Avenue. El 7 World Trade Center se encuentra en una propiedad de la Autoridad Portuaria. David Childs de Skidmore, Owings & Merrill diseñó la torre. [86] La construcción del nuevo 7 World Trade Center comenzó en 2002 y el edificio se inauguró el 23 de mayo de 2006, logrando el estatus LEED de oro y siendo la primera torre del complejo en reabrir. Un monumento llamado Reflecting Absence rinde homenaje a las víctimas de los ataques del 11 de septiembre y del atentado al World Trade Center de 1993. [ 90] El monumento, diseñado por Peter Walker y el arquitecto israelí-estadounidense Michael Arad , consiste en un campo de árboles interrumpido por las huellas de las torres gemelas. Charcos de agua llenan las huellas, debajo de las cuales se encuentra un espacio conmemorativo cuyas paredes llevan los nombres de las víctimas. A principios de diciembre de 2013, la corporación minorista australiana Westfield anunció que invertiría 800 millones de dólares para obtener el control total del espacio comercial en el centro reconstruido . Westfield compró la participación del 50 por ciento de la Autoridad Portuaria de Nueva York y Nueva Jersey en la parte minorista del sitio del World Trade Center, aumentando su inversión total a más de 1.400 millones de dólares. Westfield World Trade Center opened with its first group of stores on August 16, 2016.[109][110] It has roughly 365,000 square feet (33,900 m2) of retail space, which once again makes it the largest shopping mall in Manhattan. Although the new mall is only spread over roughly one-half of the original mall's footprint (due to the new space required for the below-grade National September 11 Memorial & Museum), the mall is double-level, whereas the original mall was a single level. Three additional levels will exist above grade on the lower floors of 2 and 3 World Trade Center, while 4 World Trade Center currently houses four above-grade levels. The World Trade Center station's headhouse, the Oculus, also houses a large amount of retail space.[111]
Santiago Calatrava designed the World Trade Center Transportation Hub (its main asset being the PATH station) to replace the old World Trade Center station.[112] The Transport Hub connects the PATH station to the WTC Cortlandt station (1 train), the Battery Park City Ferry Terminal, the Brookfield Place, and One World Trade Center on the west; and the 2, 3, 4, 5, A, C, E, J, N, R, W, and Z trains through the Fulton Center on the east. The new station, as well as the September 11 Memorial and Museum, is air-cooled via a heat exchanger fed by four pipes carrying water from the Hudson River.[113] The cost for the transportation hub is estimated at $3.44 billion, a statistic that has seen much controversy given its greatly inflated cost.[114][115][116]
A temporary PATH station opened in 2003 and construction on the permanent station was supposed to begin in fall 2004; however, the NYPD raised security concerns on the entire site. Among the revisions effecting the Transportation Hub was doubling the number of support columns.[57] In the original plan, the construction of the 9/11 Memorial and Museum was only supposed to have begun after the Transportation Hub had been completed because the roof of the Transportation Hub provided the foundation on which the Memorial rested upon and the walls of the Museum.[117] Due to the two-year delay and pressure by the victims' families to have the Memorial completed by the 10th anniversary, it was decided to concentrate on building the Memorial and holding off construction of the Transportation Hub,[118][119] which increased costs.[120][119] Construction finally began on the Transportation Hub in 2010.[121] The hub formally opened on March 3, 2016, several years behind schedule and billions of dollars over budget.[122][123]
The World Trade Center's Performing Arts Center was announced in 2004, with the building to be designed by Gehry Partners LLP and Snøhetta.[124] Construction was to begin in December 2014 when the removal of the temporary PATH station commenced.[125] However, the original plans were shelved in September 2014.[126] After a design was chosen in 2015, it was announced that Joshua Prince-Ramus was awarded the contract to design the building.[127] In June 2016, the center was renamed after billionaire businessman Ronald Perelman, who donated $75 million to the center,[128] and on September 8, 2016, a design was revealed for the new center.[129] The underground parking garage started construction in 2017, followed by the building in 2018.[130] The center opened on September 13, 2023.[131][132]
The Performing Arts Center includes 129,000 square feet (12,000 m2) across three floors.[133][134] The public floor is located at street level and houses a restaurant/bar to provide refreshments during show intermissions. The second floor consists of rehearsal and dressing rooms for theater actors, and the third floor has three theaters[135] with between 99 and 450 seats.[132] All three theaters are designed so that the walls will be able to rotate and expand to provide extra space for a single theater if needed. The theaters can fit approximately 1,200 people combined.[135]
Liberty Park, a new elevated park, was built on top of a parking complex named the Vehicular Security Center at the southwest corner of the site. Construction began in 2013 when the Vehicular Security Center was completed.[136] About $50 million was allocated to the park's construction by the Port Authority of New York and New Jersey in December 2013.[137] The park opened on June 29, 2016.[138][139] On August 16, 2017, the Port Authority installed the iconic sculpture The Sphere within the park, overlooking its original location in the old World Trade Center.[140]
The St. Nicholas Greek Orthodox Church was originally supposed to be relocated,[141] but the most recent plans call for the church to be built in Liberty Park.[142] On July 23, 2008, the Port Authority of New York and New Jersey reached a deal with the leaders of the church for the Port Authority to acquire the 1,200-square-foot (110 m2) lot that the church occupied for $20 million, and relocate the church.[141][143] Officials reneged in 2009,[143][144] leading the Greek Orthodox Diocese of America to sue the Port Authority for failing to rebuild the church.[145] On October 14, 2011, an agreement for the reconstruction of the church was signed that ended all legal action.[146] The ground blessing ceremony and symbolic laying of the cornerstone took place in October 2014, with construction expected to be completed within two years.[147] However, in December 2017, construction was halted due to unpaid expenses.[148] Work restarted in August 2020.[149] The church fully opened for regular services on December 6, 2022, the Feast of Saint Nicholas.[150]
The 1-acre (0.4 ha) park, measuring 300 feet (91 m) long and located at a height of 20 feet (6.1 m), has a capacity of 750 people. A green wall is located on the Liberty Street facade. A walkway from the pedestrian bridge curves along the park; egresses include three stairways, the pedestrian bridge, and a straight ramp down to Greenwich Street. Of these exits, a wide staircase is located parallel to Greenwich Street and directly behind the church. There are wood benches and a small amphitheater-like elevated space at the West Street end of the park. Finally, there is an observation balcony along much of Liberty Street and another slightly curved balcony at the church's foot.[151]
The original Fiterman Hall opened as an office building in 1959 and occupied a block bounded by Greenwich Street, Barclay Street, West Broadway, and Park Place.[152] It was donated to BMCC in 1993 by Miles and Shirley Fiterman, for whom the building was subsequently named.[153][154] In 2000, the State of New York Dormitory Authority, which owned the building, began a massive renovation to better adapt the building for classroom use.[155] During the September 11 attacks in 2001, Fiterman Hall's structure was severely damaged by debris from the collapse of 7 World Trade Center. The renovation was never completed, and the building was condemned and demolished in 2008.[155] After a series of delays, a new building designed by the architectural firm Pei Cobb Freed & Partners[156] broke ground in December 2009[157] and was completed in 2012.[155][158]
The World Trade Center site used the ZIP code 10048 before the September 11 attacks, and there were eight letter carriers assigned to the buildings to deliver mail to the buildings' tenants.[159] All of the Postal Service employees survived the attacks.[160] In the months following the September 11, 2001 attacks, over 80,000 pieces of mail continued to arrive each day addressed to the World Trade Center, including some items loosely addressed to such recipients as "The Search Dogs" or "The Rescuers".[161] By 2003, 3,600 items of mail per day were still being sent to 10048.[162] These items were processed at the James A. Farley General Post Office, the main facility for New York City, located across from Penn Station in Midtown Manhattan.[163] Mail there was held for pick-up by messenger, forwarded to the intended recipient, returned to its sender, or destroyed.[164]
Following the attacks, the United States Postal Service provided free mail-forwarding service to the WTC's former occupants for three years, rather than the usual one-year period.[164] By the end of 2006, the number of items sent to 10048 had decreased to around 300 items daily,[164] mostly sent from businesses and organizations that had not yet updated their bulk mailing lists.[165]
The 90 Church Street Station Post Office building is located adjacent to the new World Trade Center and the PATH station, and serves the ZIP code of 10007, which is assigned to the surrounding Tribeca neighborhood. The new World Trade Center does not use the ZIP code 10048; rather, it has been integrated within the existing 10007 ZIP code.[166] The 10048 ZIP code was used again after the September 11, 2001 attacks for a pictorial cancellation commemorating the anniversary of the attacks.[167]
