Esta lista de buques de la Armada rusa en activo presenta una imagen sobre la que nunca se podrá llegar a un acuerdo total, en ausencia de una mayor disponibilidad de datos y de un estándar consistente para determinar qué buques se consideran operativos o no. La Armada Soviética y la Armada rusa, que heredó sus tradiciones, tenían una actitud diferente respecto del estado operativo que muchas armadas occidentales. Los buques salían menos al mar y mantenían su capacidad operativa mientras permanecían en el puerto. [1]
Los importantes cambios que siguieron al colapso de la Unión Soviética complicaron enormemente el panorama. Determinar qué barcos están en condiciones de funcionar o de reacondicionamiento puede resultar difícil. Jane's Fighting Ships señaló en una de sus ediciones de 1999-2000 que algunos barcos tienen poca capacidad, pero siguen enarbolando una bandera, de modo que las tripulaciones tienen derecho a recibir un salario. La edición en línea de Jane's Fighting Ships , del 8 de marzo de 2010, agregó: "Hay un gran número de la mayoría de las clases 'en reserva' y enarbolando una bandera para que las tripulaciones mínimas aún puedan recibir su salario. [Su listado reflejaba] solo aquellas unidades evaluadas como que tenían alguna capacidad operativa realista o alguna perspectiva de volver al servicio después de la reparación".
Durante la década de 2010, se produjo un cambio hacia la producción e introducción de unidades ligeras modernas para comenzar a reemplazar un gran número de corbetas obsoletas, lanchas misilísticas y buques de contramedidas de minas de la era soviética. Además, se ha renovado el énfasis en la producción de submarinos con la introducción de misiles balísticos de propulsión nuclear, misiles de crucero de propulsión nuclear, así como nuevas clases de submarinos de ataque de propulsión convencional. A partir de 2019 [update], se pronosticó que esta tendencia probablemente continuaría durante la década de 2020. [2]
