Los largos trenes de vagones de minerales eran una característica habitual en los ferrocarriles británicos y el Proyecto Windcutter se propuso recrear esas escenas. La idea de preservar un largo tren de vagones de minerales se planteó por primera vez en Steam Railway a principios de 1992 y, tras una respuesta inicial alentadora, se lanzó un llamamiento en la edición de agosto para comprar vagones adecuados para su uso en el Great Central Railway. El llamamiento fue un gran éxito: los lectores de Steam Railway y los partidarios de GCR recaudaron más de 14.000 libras para comprar y restaurar los vagones.
